As. result, it will be necessary to perform structural work at the Senior Center and foundation work at the Fire Station. The design work for the project is included in the FY 1991-92 CIP budget. Also, design documents for the structur61 retrofit of Wing -A-of the Lucie Stern Center ~ill be completed in February 1991 and construction vill start in late summer. The Police wing structural work will be delayed until summer 1991 due to inadequate funding. In the next six aonths., the plans for the wcrk will be reevaluated and additional fundinq will be sought in the FY 1991-92 CIP budqet. EXPECTED COMPLETION: NOT SET. 2. UI614 FINANCIAL DATA....8AU Testing and. modifications to IFAS VI continued (implementa.tion tL~eted for January 1951). A plan was developed to implement the training and documentation needs of City management concerning IFAS VI. A training manual J to be used in IFAS VI traininq sessions, is near completion. A contract for proqra.llliliinq and consulting services was procured to assist city staft in final testing and implementation of IFAS VI. EXPECTED COMPLETION OF PHASE II: THIRD QUARrER 1990-91. 3. 18617 ART IN PUBLIC PLACES The Brian Coleman neon GCulpture is installed at the Palo Alto Cultural center. During the next quarter, bases .. ill be prepared for the Linkoping sculpture and the David Bottini sculpture. A site will be selected and prepared for the Betty Gold SCUlpture. EXPECTED COMPLETION: NOT SET • • ~ 18621 BIKE ROUTE PIRECTIONAL SIGNS 5. The purpose of this project is to install improved Signing along Palo Alto's bikeways, identifying routes to major destinations and points of interest. Informational signs '-'ere pur-chased with state grant funds in september 1988. Installation of the signs will occur during the third quarter. EXPECTED COMPLETION: THIRD QUARTER 1990-91. 18805 GREER PARI( PEVELOPMENT The scope of work for Phase drainaqe of the entire site. , . . E. 18806 RENOVATION Of IRBIGAT1CN SYSTEMS This project includes improvements to irrigation systems at Mitchell and Bowden Parks, Cogswell Pl~za .. and the CUltural Center. Imp~ove!llents to the Hitchell Park and CUltural Center systems were completed in ~ane 1990. The remaining systems will be completed durinq 91-92. EXPECTED COMPLETION, F'i 1991-92. 7. 18810 PABXS SITE ACCESS FoR THE DISABLED This three-phase project provides: access to city parks and open space for the disabled. Phase II consisted of additio:"lal on-site paved paths and modifications to drinking faucets and picnic tables at va.rious parles. Phase III is the installation of new equipment~ EXPECTED COMPLETION OF PHASE III: FOURTH QUARTER 1991-92. 8. 18-812 INfORMATION SYSTEMS PEVELOpMENT This onqoinq project will provide computer equipment and softYare for the continued development and expansion of the City's ce.ntralized computer facility. Planned improve!llents will (1) expand the workstation net-vork City-wide allowing controlled external access via telephone to computer resources (e .. g., Libraries, CUltural Center, Lucie Stern Center). (2) ensure ~dequate computer response time for users as planned expansionsjconver.sions take plac6. and (l) build incr-eased capability for exchanging computerized information between departments. The FY 90-91 project called for a major upgrade ot the three HP 3000s, which was completed in october 1990. EXPECTED COMPLETION, NOT SET. 9. 18821 CAL~FO&~IA AVENUE PARK1~G SrRUCTURE The project includes a feasibility study of a Parking Structure Plan in the California Avenue Business District. A consulting firm was retained to do the study. The consultant bas prepared the drafe final report I which is being revie~ed by ill Project Review Committee. After further review is completed, the final consultant report will be forwarded to Council , at whIch time Council will decide whether to proceed with the final design and constructicn of a parking structure, including the formation of a new parking assessment district. EXPECTED COMPLETION OF CONSULTANT STUOY: FOURTH QUARTER 1990- 91. 10. 18822 CEOGRAPHIC INFORMATION SYSTEMS This is ill multi-year-project. This year's work inCluded mapping of the area bounded by Middlefield Road, Oregon Expressway, Ri9hway 101, and San Antonio Road. Field data continues to be converted into digital form for transfer into the new qeoqraphical infonaation s~y&teJn {GIS) software. EXPECTED COIIPLETION OF CURRENT PHASE: FOURTH QUARTER 1991-92. 11. 18828 MIDTOWN TRAfFIC IMPRO~~ENTs This project has been completed. However, a follow-up Council assiqnment requires staff to review the visibility of the road bumps. staff has determined that some lIIodlfications in signing and striping are in order, and Council is expected to approve these chanqes in Fehruary 1991. These modifications will be funded from this project. EXPECTED COMPLETION: FOURTH QUARTER 1990-·9l. 12. 18871 TRAfFIC SIGNAL: EL CAMINO p~ This project provided for installation of & traffic signal on El Camino Real at Tamarack COurt/Hyatt Hotel driveway. Caltrans "",as the lead agency. A cost-sharing agreement between the City and State was approved by Council in January 1990~ Construction started in AU9ust 1990 and was completed in late 1990. PROJECT COMPLETED: SE.coND QUARTER 1990-91- 13. 18901 FIRE STATION EXHAUST REMOVAl. SYSTEMS This project covers installation of vehicle exhaust removal systems at fire stations to protect firetiqhters from dangerous diesel exhaust particulates.. Work has begun en stations 2 aTd 3. All stations will be completed during FY 90-91. EXPECTED COMPLETION: FOIJRTH QUARTER 19 9 0-91. 14. 18903 SIDEWALK REPAIRS This project provided for repairs to sidewalks in the areas bounded by Waverley street, Middlefield Road l Oregon Expressway, Embarcadero Road; and Alma street, El Camino Real, Embarcadero Road, and Park Boulevard .. PROJECT COl!PLETED: SECOND QUARTER 1990-91. 15. 18904 DRIVING RANGE TeE EXPANSION The project includes the extension of the driving range tee and the erection of additional fencing adjacent to a private parking lot. Construction was completed in October 1990 .. PROJECT COMPLETED: SECOND QUARTER 1990-91. 16. 18908 KSC SITE IMPROVEMENTS This Is a multi-year project. This year's work provides for the expansion of the Animal services Office to create a multi purpose work area to accommodate the office of a volunteer coordinator as well as a meetinq room for stafl ana volunteers. project construction started October 1990. EXPECTED COIIPLETION OF CURRENT PHASE: THIRD QUARTER 1990-91. 11. 18911 HEATING/VENTILATION AT LUCIE STERN CENTER This is a multi-year project.. Staff will return to Council in March 1991 with recommendations concerning the cottage.. and construction of a sailing station and marsh. EXPECTED COMPLETION OF CURRENT WORK: 1992-93. 21. 18917 HEARING IMPAIRED SYSTEM This project funded the installation of listeninq assistance systems in the Lucie stern Community Theatre and the Children's Theatre for t~e hearing i.paired. EXPECTED COIIPLETION: NOT SET. 190Q2 Msc FUEL TANK MOQIFICATION The purpose of ~~is project is to modify the existing above ground fuel storage area at the MSC to include a self-closing valve at the storm drainage outlet to prevent any oil leakaqe from leavinq the secondary containment area.. The design ie 50 percent complete and construction is scheduled for completion this summer. EXPECTED COMPLETION: FIRST QUARTER 1991-92. llOO) FIR!L"HAMTIlJ; HEARING PROTECTION This project outfitted all fire apparatus with noise reduction headsets f"or firefighters to pr-event hearing loss. l'he headsets also contain equipment for communication between firefiqhters on the fire apparatus., and between the apparatus and the dispatch center. PROJECT COMPLETED: SECOND QUARTER 1990-91. 19004 RINCONADA POOL .LMPROV~~S This project replaces filter, chlorination and circulatory systems in order to maintain \!later quality" chlorinaticn., Circulation, and health and safety requirements of Santa Clara County and the state of California. ThE: filtration systell bas been completed. The nev chlorination system will be designed and installed in FY 90-91. EXPECTED COMPLETION: NOT Sl!T. 40~ 19019 ITT MARSH ENHANCEMENT This project is to restore a portion o~ the 150-acre former ITT site to wetlands and enhance its use iSS wildlife habltat~ Saltwater from the Bay and reclaimed water from the Regional Water Quality Control Plant will be used to creata both a salt marsh and a fresh water marsh~ The project is in the design phase, with construction to commence in June 1991~ EXPECTED COMPLETION: SECOND QUAATER 1991-92. 41. 19071 TRAFFIC SIGNAL AT EL CAMINO REAt'MATADEBO AVENUE INTERSECTION This project funds the installation of a traffic signal on El Camino at Matadero Avenue.. caltrans is the lead agency and is responsible for all design and construction work. A cost sharing agreement between the City and State was approved by Council in March 1990~ Construction on this project started in fall 1990 and vas completed in late 1990. PROJECT COMPLETED: SECOND QUARTER 1990-91. 42~ 19072 MTNOR INTERSECTION IMPROVEMENTS This project includes ill:provements at nine locations identified in the city-wide Land Use and Transportation Study to reduce congestion and ease traffic flow. These projects va.ry in nature. from minor striping' to modifying traffic si9nals~ and require coordination with Santa Clara County and Caltrans.. Although work on several intersections will be completed by the fourth quarter of F~ 90-91, the entire project is not expected to be completed until fourth quarter FY 91-92. EXPECTED COMPLETION: FOURTH QUARTER 1991-92. 43.. 19073 MAJOR INTERSECTION IMPROVEMENts This project provides for capacity improvements at nine locations and development of a new intersection identified in 7 • o the City-wide Land Uee and Transportation Study. EXPECTED COMPLETION: TIIIRD QUARTER 1991-92. 44. 19074 TRAFFIC QONTROL BARRIERS This project replaced existinq, temporary ~arriers with permanent barriers at various locations, includinq castilleja/Park Blvd.; Park AvenueiAsh Street; Leland/El callino Rea.Ii Oxtord/El camino Real; Bryant/Lowell; Bryant/El Verano; and Byron/Palo Alto. PROJECT COMPLETED: FIRST QUARTER 1990-91. 45. 19q76 BIKE PARKING FACILITIES The purpose of this project is to purchase and install bike racks and/or lockers at various locations in the business districts and at city facilities. EXPECTED COMPLETION: FIRST QUARTER 1991-92. 45. 1'101 TANK INVESTIGATION AND REMOVAL This project includes the investiqation, testing, d~siqn and removal of underground tanks discovered on City property or within the city right-of-way. The project also involves the removal of contaminated soils adjaeent to the existing landfill fuel tank. Staff is currently working on the removal of hydrocarbon fuel from an abandoned tank found in an alley near Alma street. EXPECTED COMPLETION: FOURTH QUARTER 1991-92. 47. 19102 ABASTBAPERO lAXE DAM This project will analyze the condition and adequacy of the dam to withstand $eismic forces ~~~ zajor storm conditions. Included are testing, soil borings, a &tability analysiS, cost estimates and a final report. The investiqation is scheduled to begin in spring 1991. EXPECTED COMPLETION: FIRST QUARTER 1991-92. 48. ln03 PLAYGP.OUND FURNITURE AND EOUIPMENT REPLACEMENT This project includes the replacement of playground furniture and equipment in Greer, Eleanor and Hoover Parks durinq ~~ 90- 91. The remaining replacement schedules include Boulware, Bowen, Bri~nes, Ramos, Robles, Rinconada, Seale, Peers, Athletic center and El Camino.
