R9P9rt In Brief
On November 20~ 1989, council directed the police Department to
prepare quarterly reports that summarize citizens1 complaints.
This is an informational report of all citizens' complaints
received and investiqated by the PalQ Alto police Department
during the fnurth quarter or 1990. No Council ~ction is
required.
BAPicqround
Section 932.7 of the California Penal Code authorizes the release
of data reqardinq the number, type or disposition of complaints
(sustained, not sustained, exone4ated, or unfounded) made against
Police Depart.ent personnel, if that information is in a form
which does not identify the individuals involved. The following
report Is issued in conformance with the above p~ovisions and is
a summary ot all citizens' complaints received and investiqated
by the palo Alto PQlice Department du~ing the fourth quarter of
1990.
A total of 14 complaints were received during this time period
(October -December 1990). All of the investiqations have been
concludedG A total of 24 dispositions are reflected in this
report, 10 of Which stem from compl~ints received during the
third quarter ..
As •• atter of routine, statf attempts to identify other
associated issues that may not have been inclUded in the initial
complaint. Official corrective action (discipline, admonis~~ent,
tralninq~ policy review) occurred in all situations where a
coaplatnt was deeDed sustained. A complaint is ·sustained-when
an investigation discloses sufficient evidence to clearly prove
the allegations made. Absent such evidence~ a complaint may be
