Drought late Bche~ul. I.pleme~tatloD
Tbe fact that Palo Alto has been able to keep under its SFWD
allocatioh (reflecting conservation levels of over 30 percent),
is evidence that the vast majority of Palo Altans are cutting
back rather than simply choosing to pay more for their water.
A small number of applicatIons for hardship exemptions continues
to come in. To date, a total of 190 applications have been
received and over 90 percent have been fully processed. The
significant ~ajority of applications continue to be requests for
recalculation of a baseline consump~ion allowance beca~se the
months oriqinally used were inappropriate for that customer.
Attachment C, attached, summarizes the nature of the applications
and the outcome of their review.

There are now three -Gush Busters· patrolling Palo Alto to watch
for violation of the water use restrictions and provide
conservation information. These staff work evening and weekend
shifts,. as well as d·uring: regular work hours, to reinforce the
message that the City cares about careful water use at A!! times.
With this increased level of enforcement, approximately 80 ~ir6t
warniD9 notices have been issued to date~ However, palo Altans
have shown their cooperative spirit, and only C second notices
have needed to be issued. In no cases has stricter enforcement
action (flow restrictions~ etc.) been warranted.
