THE HONORABLE CITY COUNCIL
Palo Alto, California
Volleyball at Peers Park
Members of the council:
o
This report is for infcrmation only. and no Council action is
required.
Report in Brief
For the past several months l residents in the Peers Park
neighborhood have complained about excessive volleyball play at the
park. The residents do not Object to volleyball and the players
in themselves I but have difficulty with the frequent monopolizing
of the park and the constant noise associated with the qame~ Staff
intends to implement a reservation system to control volleyball
play a~ Peers Park.
Staff have worked with the Evergreen Park Neighborhood Association
and 'With t.he volleyball players in an effort to resolve the
problem. The neighborbood requests that the city taJce some steps,
not. to eliminate volleyball, but to restrict or control it for
organized play. The volleyball players have been qiven a tour of
the City park facilities in order to identify areas in some of the
larger parks that are suitable for volleyball play on a rotational
basis. This seems to be acceptable to the players.
Peers Park neighbors have raised a legitimate concern~ As a
neighborhood park ... Peers is not suitable for day-to-day use by
organized volleyball qroups. While the number of players ~ay not
be excessive, setting up five or more nets effectively shuts the
park for other use by nei9hborhood residents. There is also a
substantial amount of noise that wears on families living adjacent
to the park.
As a means ,of controlling organized volleyball play at Peers Park,
staff intends to implement a reservation system. Section 22.04 ~OJO
of the Palo Alto Municipal Code gives the City Manager authority
to initiate such a regulation upon commencement of the fifteenth
day following notice to Council. Signs vitl be posted that

in order to see if this reservation system should ke expanded.
