Update oQ utilities Billing
This is an informational report to update Council 9n the utilities
Billing System. No Council action is required.
Backgrqund
In response to an article carried in the TIMES-TRIBUNE regarding
billir.g problems in the city's Utilities l staff distributed
CHR:116:91 addressing the problems. Since tbat time utiities staff
members bave refined the results ot our account review referenced
in 'that staff report.

'!'he total number of accounts isolated for manual review and
hancUinq vas set at approximately 110. With the concl·...tsion of this
review a total of 57 have bee..'1 verified as requiring billing
adjustments. Of these 57 accounts, only 48 have problems
associated with the events previously described with the remaining
nine being associated 'With mere routine causes such as meter
failure" meter reading error or changes in occupant" etc. The
total amount of unbilled electric charges is approximately $198,000
includinq over $9,,400 in utility user's tax and the state
a;:.urcharqe~ Staff anticipates having all of the corrected bills
complete within a. week tc ten days.. Letters are beinq sent to
affected customers offering to arrange payments over a reasonable
period of time. if needed ana offering our apology.. Procedures have
been put in place to keep the number of unbilled accounts down to
a minim.um.
