Background The Visual Arts program produces classes in ceramics, drawing, painting, and other media f~r adults and children. Classes are ta.ught by contract instructors who are paid a percentage of reqistration fees, in the case of adult classes, or fixed payments for children 1 s classes 4 During the first and second quarters of fiscal year 1990-91, registrations have increased to 600 per quarter, up from 400 during the previous fiscal year; and they are projected ~o remain at or above this level for the third and fourth qu.arters. In fiscal year 1990-91 s $39,000 of expenditure dollars and $72,750 in revenues are budgeted for the Visual Arts classes. Staff projects that the increase in activity \iill produce a total of $54,000 ir. expenditures and $87,75-0 in revenue for the current fiscal year, which equals $15,000 over budget in expenditures and $15,000 over budget in revenues. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1990-91 TO PROVIDE AN ADDITIONAL APPROPRIATION TO THE VISUAL ARTS PROGRAM IN THE ARTS AND CULTURE DIVISION AND INCREASE CLASS REGISTRATION REVENUFS WHEREAs, pursuant to the provision3 of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June IB, 1990 did adopt a budget for fiscal year 1990-91; and WHEREAS, the Visual Arts program offers classes to adults ~nd children in painting, drawing, ceramics, and other mediA; and WHEREAS, the number of class registrations in the program are lOO reqistrations per quarter hiqher than last fiscal year and is projected to remain at the 600 per quarter re-qistr-ation level thr'ouqhout the year; and WHEREAS, increased class registrations increases instructor contract costs as well as producing hiqher revenues; HOW, 'I'BEREFORE, the Council of the city of Palo Alto does ORDAIN as tollows: SECTION 1. The sua of Fifteen Thousand Dollars ($15~OOO) is hereby appropriated to contract services in the Visual Arts Program of the Arts and CUlture Division, a~ Class Registration revenue is correspondingly increased. SECTION 2. Tbe Council of the city of Palo Alto hereby finds that the enactment of this ordinance is not a project under the california Environmental Quality Act and~ therefore, no environmen­ tal impact assessment is necessary.
