The second public bearing will be scheduled in May 1991 to finalize the draft SRRE for adoption by council and submittal to the county by the deadline of July 1, 1991~ Legislation whiCh became effective on January 1, 1990 requires all cities and counties to prepare and submit a SRRE that proposes programs to reduce or recycle 2S p-ercent .of all solid 'Waste currently landEilled by 1995, and 50 percent reduction by the year 2000~ In June 1990, Council approved 8n agreement (CMR:354:0) with Emcon Associates in the amount of $111,800 for consultant services for the preparation of the SRRE~ Work under this agreement consists of the review and compilation of eXisting information, a waste characterization study, and developing new programs to meet the mandated goals of 2S and 50 percent. The consultant also will prepare the plans and programs consistent with applicable r9qulations and viII assist the City in the submittal and approval process with the appropriate regulatory agencies. Discussion AS 939 requires one informational meeting and two public hearings to discuss the preliminary draft o:f the. SRRE ana incorporate changes prior to its submittal to the county. The informational :ll:e.eting took place on Friday, December 14. in the council Cha:rnben •.• Staff placed notification of the meeting in the Pe_ninsula Times Tribune, the Palo Alto Weekly,-and the Chamber of Commerce newsletter. The con~ultant will respond to questions on the executive summary. A copy of the entire draft is on file at the City Clerk"s office. Staff bas revi~wed the fir5t draft and found that 21 number of cbanges will be required. These will be noted as such and incorpor~ted in the final draft 30 days prior to the second public hearinq scheduled in May~ Notification viII be placed in local ne~spapers when copies of the final draft SRRE will be available to the public at City libraries and the city Clerk's office. A copy will be sent to the local task force for final review and comment. At th8~ time, staff will submit a report with the final draft SRRE discussing the consultant's recommendations and alternatives to meet the 2S and 50 percent qoals. COnclusion At this Council meeting, AS 939's r~quirement for the first public hearing on the SRR! will be satisfied. Council is not requested to tHe any action at this he.erinq. The second public hearing is &cbeduled for Hay 19!;1. At that hearing" Council viII be requested to make all necessary findill9s for tbe project under the California Environ.ental Quality Act (CEQAJ.. Then Council will CODment on and consider all the public comments regardinq the SRRE and adopt the SRRE by resolution. The final draft SRRE 'Will be forwarded to the Santa Clara County solid Waste Planning staff to meet the July 1, 1991 deadline, -along vith a signed resolution and documentation that the jurisdiction has complied witb CEQA.
