REPORT IN BRIEF
This report outlines staffts recommendations for projects to be
included on the three year priority list of bikeway and pedestrian
projects in santa Clara County and recommends that Council adopt
the attached Resolution authorizing the filing of an application
for TDA grant funds for the following projects, listed in priority
order:

In late fall, the Santa Clara County Transportation Agency notified
all cities in the county of the availability of State TDA funding
for bicycle and pedestrian facilities in the upcoming fiscal year
(see attached letter). Grant applications were due to the County
end the Metropolitan Transportation Commission (MTC) by January 14,
1991. Staff has submitted application materials for the projects
outlined in this report in order to comply ~ith this deadline, with
the understanding that due to a limited regular meeting schedule
during the last month, Counci 1 will consider this subject on
January 22.
Upon evaluating the project submittals from the local aqencies,
county staff will develop a three-year plan of Countywide projects
for TDA grant fundinq. However, since KTC authorizes grants only
for the upcoming fiscal year6 just those projects listed in the
plan for 1991-~2 will be recommended to the MTC fer TCA funding.
The projects sho~n in future years must be resubmitted next year.

For FY 1991-92 Santa Cla~a County will be entitled to approxi~ately
$1,000,000 in TDA funds. Of that amount, 70 percent is distributed
to local jurisdictions on a population based apportionment: the
re.aininq 30 percent is distributed equally among the five
supervisorial districts for special, innovative projects. Cities
within '<!ach district compete for the latter funds~
P~lo Al~ots minimum share of the local aqency funds is estimated to
be $40,OOO~ Any project proposals 'We submit 'Would also be eliqible
for some or all of the special category funds ($60,000) alloc4ted
to Supervisorial District 5. Historically, Palo Alto has received
gl:'~nt allocat,ions in excess of our minimum share.
PRO.1EC1' PROPOSALS
Last year two projects were tentatively identified tor TeA funding
in FY 199~-92: (1) Alma/Meadow Improvements, and (2) Airport Levee
Trail Improvements.
This year staff has reevaluated Palo Alto's bike.ay and pedestrian
needs and developed a revised priority list. In developing the
priority list. consideration was given to the anticipated available
level of funding and the city's readiness to move forward with
implementation of the pr-ojects. The proje~ts, as recommended. by
staft, are as follows:
1~~1-92 FUNDING YEAR
1. ~eadoy Intersection Improv~ments
This intersection is one of nine incl~~ed in Capital
raprovement Program Project No. 19073 (Kajor Intersection
Improvements) as a result of the Citywide Land Use and
Transportation Study. This project has been identified as a
high priority because it will i~prove bicycle and pedestrian
safety and access along and established student commute route
to Stanford Middle SChool. This route 'Will be used by
increased numbers of younger students beqinning in September
1991, when the sixth grade classes Zlove from the eleven
elementary schools to the t~o middle schools.
The project will provide for the installation of new bik.e lanes
on West Meadow Drive from second street to Alma street,
installation of a rubberized railroad track crossing
(comparable to the Alma/Churchill crossing), new railroad
crossing gates or. the sidewalks, handicap ramps at the
intersection. and ne~ bus stop facilities on Alma Street.

The eiOtimated cost o~ the pedestrian/bicycle related
i.provements at this intersection is $77,000. The final plans
for this project will be completed within the next month.
Construction is anticipated to begin this spring and be
completed by tbe start of school in september~
1992-93 FUNDING~
2. Alma/Ch~Tleston Igprovements
This project is also included in th~ CIP's Major Intersection
Improvements project, and is considered second in priority
after the Alma/Meadov Improvements. The final plans will be
completed at the same time as the Alma/Meadow Improvement
plans~ and the project is tentatively sc.hed.uled. for
construction in the 1992-93 CIP program, subject to the
availability of f1.JrJding. Tbis project 'Would be implemented
follwing the transition year at Stanford Middle school.
This project provides for capacity improvements at the
intersection (a ne~ southbound right turn lane on Alma and dual
left turn lanes in both north-and southbound directions).
Bike lanes already e~ist on Charleston through to the
intersection. However, this project .. ill result in other
iMprovements to pedestrian and bicycle facilities, including
the installation of new handicapped ramps at the intersection,
new bus stop facilities on Alma street, new rubberized ~ailroad
track crossing. and new railroad crossing gates on the
sidewalks.
The estimated cost of the bike/pedestrian improvements at this
intersection is $70,000. Staff recollllnends that this project be
submitted for TDA grant funding now in order to place it on the
Countywide priortty list for 1992-513. An application for grant
funds ~ill need to be resubmitted to the County and the MTC
next year, at which time the City may revise the amount of the
request as needed.
J. Ai:roort Levee Traj,L __ I.!!lproyements ($60,000)
When Council discussed this subject in 19851, staff vas given
dire~tion to (1) pursue implementation of a trail along the
airport side of the levee; and (2; apply tor grant funds for
illlp.lementation of the safety improvements, but before
expenditure, to return to the Finence and Public Works
Committee with a report on the eitectiveness and taintenance
costs of the interim safety improvements4 In last yearis TDA
grant report staff recommended that the project be listed for
TDA 9rant funding in 1991-92, pending the outoo.e of the
monitoring study. Since last year, responsibility for the

project has been transferred from Public Works to the community
services 08pactaent. The ~valuation is in progress. A report
will be forwarded to the Finance &nd PUblic Works Committee at
the conclusion or the study.
In order fOT tnis p~oject to be im~lemented, a fence must be
buil t at the F'dlo III to Ai rport at the end of the runway by
Santa Cl.ra County. The City could then r~locate the trail
from the top of the levee to the toe of the levee outside the
airport fence. Don Flynn, Director of Aviation for Santa Clara
county Transportation Aqency reports that the county will not
have funding tor this fence for at le8&t another year. Three
other projects at the airport (pavement repair, apron liqhtlnq
and. drain.aqe illprove~nts) are considered by the county to have
hiqher priority at this time.
This project is currently not included in the 1991-93 Capital
Iaprovement Proqraa b~~et: therefore, staff recommends that
TOA funding tor thl$ project be deferred until 1992-93.
Coun~il will have the opportunity to reconsider this project
with next yQarrs TeA grant application report.
~rRONMM'AL IMPACT
~ request for tund~ is not considered a project under the
California Environ.ental Quality Act and therefore no environmental
assess~ent is needed~ Prior to council authorization of specific
construction projects, appropriate environmental revie~ documents
~ill be prepared~
Staff recommends that Council
(1) Adopt the attached Resolution authorizing the city Manager to
flIe a claim for allocation of TDA funds in FY 1991-92 for
pedestrian/bicycle projects in the following priority order:

RESOLUTION NO.
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AUTHORIZING THE FILING OF A CLAIM WITH THE METRO
POLITAN TRANSPORTATION COMMISSION FOR ALLOCATION
OF TRANSPORTATION DEVELOPMENT ACT FUNDS FOR
FISCAL YEAR 1991-92
WHEREl..s~ the Transportation Development Act (-TDA-J 1 as
amended (Public utilities Code section 99200 et seq.), provides tor
the disbursement of funds from the Local Transportation Fund of the
County of Santa Clara for use by eligible claimants for the purpose
of providing pedestrian and bicycle facilities; and
WHEREAS, pursuant tc the provisions of the TDA, as amended,
and pursuant to the applicable r~les and regulations thereunder (21
cal.Admin. Code section 6600 et seq.). a prospective claimant
wishing to receive an allocation from the Local Transportation Fund
shall file its claim with the Metropolitan Transportation
commission: and
WHEREAS, the City of Palo Alto is an eligible claimant for
TDA funds pursuant to Public Utilities Code section 99234, as
expressed in the city of Palo Alto's opinion of counsel, dated
January B, 1991; and
WHEREAS, TDA funds fro~ the Local Transportation Fund of
Sant3 Clara county will be required in fiscal year 1991-92 for the
purpose of improving pedestrian and bicycle. facil i ties in Palo
Alto: and
WHEREAS, this claim is in accordance with the policy in the
Palo Alto Comprehensive Plan to promote bicycle use;
NOW, THEREFORE, the Council of the City of PdIo Alto does
hereby RESOLVE as tollows:
SECTION 14 The council hereby approves and authorizes the
City Manager to exec:Jte and file an appropriate claim" together
with all necessary sllpporting documents, with the Metropolitan
Transportation Commission for an ~llocation of TWo Hundred Seven
Thousand Dollars ($207,OOO} in TDA funds in fiscal year 1991-92 for
the purpose of providing the following pedestrian and bicycle
projects in Palo Alto:

SECTION 2. The city Clerk is hereby directed to transmit

The l~al proeess for th~ annu~l update to (he th~ee-year priority list of
projects for TDA A~ticle 3 funds for ~icycle and pedestrian facilities in
Santa Clara County h: officially \.md~r' ... ay. The purpose of this letter is to
solicit clai~5 and project proposals from the cities an~ County for this
annual update. It is illlportant that each jiJrisdiction (:13illl its s:hare: of
the f~nds because any unclaimed funds will be ~edistributed on a population
basis to other juri~~i~lions that ~lairned thEir share of funds. The
deadline date for clai~ and sub~lttal of project proposals is January 1S,
1991.
The purpose of this annual update is to develop a ~octinuing three-year plan
of projects for TDA Article 3 funds for pedestrian and bi~ycle facilities.
\i'hell updating these three-yeat plans 'tbe previous funded y~ar is dropped,
and an additional y-eat~s vorth of projects is added to the plan. The fits::
yea~ of the three-y~ar plans is the ~funded year~. Tbis year~s annual
update Yill cove;r the 1991-92, 1992-93 and 1993-94 Fiscal Years and only
those projects that are l1sled io the funded year (1991-92 F~T.) of the
three-year plan Yil1 be reco~~en~ed to th~ "etropolitan tr~nspor[ation
Co~;~sion (HTC) for TOA Article 3 funds because KTC~s interest is limited
(0 project proposals for the funded year. Projects in the amount of
3pptoxiaately Sl.OOO.OC~ ~ill be recomm~nded in priority order to ~TC for
the 1991-92 fiscal year,
'!'he local process used in Santa Clara County for the de .... elopll1€Ll t of the
three-year plans and annual updates to those plans is described in the
E'nclosed resolution. The resolution pro"ll'ides for the folloying distribution
of IDA Article 3 funds, and this di~tribution is to bE used as a guideline
in developing the three-year plans:
a~ Special Category Projects 30%
b. Lo~al Agen~y (Citi~ and County) Project~ 70%
The resolution requires the special (:ategory funds to be e~ually distributed
ancng the five (5) supervisoda.l districts .... ithin the initial five-year
period of the plan and ~ithin -tbree-year periods~ thereafter. The initial
five-year period of the plan covered the 1979-80 thru 1983-84 Fiscal Years.
