This staff report recommends tha~ the city council authorize the
Kayor to execute a special facilities agreement with Pacific Gas
and ElectrIc for modification to their Colorado ~2b9tation
serving the city and to pay Pacific Gas and Electric $31.898~OO
for these special facilities.
Background
As part of the Substation Protection Improvements capital
Improvement Program. utilities is installing high-voltage
(115#000 Volt) circuit breakers at the city's Colorado
SUbstation. These circuit breakers viII enbance the protection
provided to the transformers which supply electriCity to the
entire city.
There are three transformers vhich reduce the voltage provided by
Pacific Gas 6: Electric from 11S,O'OO Volts to 60., 000 Volts for
distribution to the t:en :i'll>sta'~iOlls serving Palo Alto. Onder the
existiIl9 protection SCbellt1. if either Bank 1 or Bank J develop a
taul t and must be removeQ f~~ service .. bot.h banks must be
removeQ! frOD service at the same time.. This the.n leaves the
entire city load to be carried by one transformer, Bank 2. At
times of peak load" one transformer bank cannot safely serve the
entire city. Tbe new circuit breakers will allow Banks 1 and 3
to be individually removed from service leaving the two remaining
banks to sarely serve the load.
As part of the project to install the new circuit breakers.
concrete foundatIons vere fabricated and the circuit breakers
purcbased and installed. Final installation of the circuit
breakers requires installation of controls in the city's
CMR:S20:0

8Ubstatton and changes to the PG&E substation to accommodate the
circuit breakers.
Onder the standard terms used by PGlE, the City vill pay for
modifications to the PG&E substation to accommodate the circuit
br.aker.~ rh!s work includes installation of new protective
relays and rewiring to accommodate the circuIt breakers~
PG.E 1s requesting pa~ent of $31 1 898.00. This payment consists
of $17,886.00 in costs for the special facilities requ!red l
$9,004.00 as an equivalent one-ti~e payment for ownership costSI
and $5 1 008.00 reimbursement for CIAC (Contributions In Aid of
Construction) tax.
Tbe total estimate ~or installation of ~he circuit breakers is
$324,000. Funds are allocated for this work in the 1990-91 CIP.
Recommendation
Staff recommends that cou·ncll authorize the Mayor to execute a
Special Facilities Agreement with pacific Gas and Electric. in
the amount of $31.898.00 for improvements to PG&E's Colorado
Substation ..
