Saclcground In November 1985 the citizens of Palo Alto approved ballot measures A and B authorizing the City 'to exc1:l.ange public land for the Middlefield Road: site. The Middlefield Road site included the outdoor ice skating rink commonly known as the Winter Lodge, a swimming pool. a small 9YD, and five tennis courts. The e~change of lands was completed in September 1986. originally, if the voters approved the exchange I the city planned to immediately lease the entire site to the Palo Alto You'nq Men's Christian Association {YMCA} . The YKCA vas to produce plans tor improvements to all phases of the site. After the exchanqe M a dispute arose between citizens interested in skating (later to be incorpo~ated as Community Skating, Inc.) and the YMCA. The dispute was settled, and in July of 1989 the Council approved a twenty-year lease of the winter Lodge portion of tbe site to Community Skating, Inc. The remainder of the site was leased to the YMCA on a one-year lease until the YMCA could reach a decision on how this site fit in with their overall plan for YMCA facilIties in Palo Alto. The gym and the pool have not been used, since the pool was drained prior to city ownersbip of the site. CMR:513:0 \ • i , i ~ , • .. *]: ;';,::J.-,; ~.G:;. ..J .. • . . A recent inspection revealed several large horizontal and vertical cracks~ Staff from the City's Inspection Services Division and the Public Works Engineering Division have declared the buildill9 unsafe and recommend the buildinq be removed. The City, as owner of the property, is responsi:ble for the buildill9 removal. The Public Works Department has fenced and posted notice that the bui lding is unsafe and solicited bids fol:' demolition. The details of the demolition and the bid information are contained in the accompany ing separate staff report. Lea •• Opt.iOB and Long-Tar. Tennis players are currently using four of the five courts on a first-come, first-served basis. The pool is in very poor condition. In 1985 staff estimated the cost for the City to rehabilitat.e the pool to be between $266,000 and '$35·0,0'00. Staff could recommend the removal (If the pool because of its current. condition, but various 5willming pool operators have informally expressed an interest in rehabilitating the existing pool or constructing a new pool, and leasing the pool and the tennis courts from the city. According to staff and some pool operators,. there is a real need in the city for individual and small group adult and children's swim lessons. The existing 1- shaped pool is the ideal shape for these types of swim lessons. During the hours when the pool is not being used for teaching, the pool operator could provide lap s'W'imming and pool exercising. Individual and small group swimming lessons are a missing link in an otherwise stronq city program. This type of proposed use appears to fill that need. Staff .. ouid like to explore this alternative further .. '!oM therefore requests that Council direct st.aff to prepare a Request for proposal (RFP) for a lease option and long-term lease for the rehabilitation or construction and lease for a swimming pool and te~is courts. BeC9plD!endat.ioD. Staff recommends that Council direct staff to prepare a request for proposal for the long-term lease of the s'illim and tennis court facility at 30{)5 Middlefield Road and return to Council for approval of the RFP.
