California 2 Landfill Closure and Postclosure Maintenance Plans and Cost Istimates -Amendment No. 1 to ~greement No. 00009247 Members of the COUnci11 Report. in Sx iet This repo-rt. requests that Council approve Amendment No. 1 to consultant Agreement No. COO'O'92'" with Emcon Associates, in the amount of $10.,.500. for the preparati.on of land:t111 closure and postclo6ure maintenance plans and. cost estimates.. Funds are available in the Refuse Fund FY 1990"91 operating budget. Bac);qroond In April .19510, Council approved an agreement with Emcon Associa.tes for the preparation of closure and postclosure maintenance plans required by the California Integrated waste Management Board (CIWMB) under recently adopted regulations (CMR:227:0). These new requlations specify a higher level of detail and information to be included in the closure and postclosure plans. and specific timelines for submittal to the CIWKB for review and approval.. One cOIIIponent of the new requirements includes a more rigorous evaluation of seismic considerations beyond what has been required in the past. The new regulations require the application of a qreater magnitude earthquue in the evaluation and analysis of slope stability and liquefaction potential. The scope of services for the project includes a review and eva.luation of seismic analyses perfor.me~ for the ci~y in the past by other consultants for regulations in force at that time~ Piscussion staff anticipated that some additional seismic evaluations would be necessary. but was unable to determine the additional work until the new regulations were iSSUed. ~eview and evaluation work performed by Emcon Associates under the current agreement indicates that prior seismic evaluations cannot meet certain aspects of the more stringent standards of the new requlations~ Work completed to date. indicates that some lateral displacement is possible on a portion ot the site during a maximum. probable earthquake. In order to satisfy the closure plan requirement.s.. Emcon AssoCiat.es has proposed additional work under the agreement's basic services to -1- CKR:512:0 "~.-. '"",, .. Jf __ ~ " • , \ , \ \ \ "' .. The additional work to be provided does not include field investIgations. State regulatory agencies may. at a later date, require additional field investigations beyond those performed to date as teChnical guidance as this area continues to evolve. If this occurs, staff will return to Council ,.,itb a request for additional fund •• ReC(9mmendation Staff recommends that Council approve and authorize the May~r to execute Amendment NOa 1 to Consultant agreement No. C0009247 with EI&con Associates, in the amount of $10-,500, ror additional services related to or incidental to the scope of work or services for the landfill closure and postclo5ure maintenance plans and cost estimates the value of all of Which amendments shall not exceed $10,$00.
