Background On August .13... 19'90.. Council referred the att.ached: ·Street Standards· proposed by Barron Park Association to the Finance and Public Works Committee for review and recommendation (see Attaclunent. If Council vants to explore a long-range program for improving all st.reets and tor adding selected sections of side'Walks in Barron Park~ staff would recommend the following process: 1.. Direct staff t.o include a capital project .for a consultant study to prepare integrated plans for budgeting and implementation. 2. Once a study project has been approved. The consultant study would include a requirement to coordinate with the Barron Park Association and the individual property owners.. Once the consultant report is presented to the City, council would be in a posItion to direct staff to include the entire project in the capital program, or to select any portions of it for implementation~ If COuncil does not wish to develop a long range program for all streets, but instead wisbes t.o improve a specific street{s} incorporating sidewalks and new drainaqe structures within specific areas, staft recommends tha following: 1. Direct .taff to prepare a capital improvement project for the FY 1992-91 budget to design and i~prove a specific street or streets in the Barron Park area. 2. As a result of these concerns the Barron Park neiqhborhood oonclucted a survey of residents to deter.ine what alternative solutions would be acceptable. particularly in light of the area's rural environment. We are attaching a copy of proposed st.reet standards adopted by the Barron P~rk Association as a result of a survey and recommendations from the Barron Park Traffic committeer We request that Council refer the proposelS standards to the finance and Public Works committee and to City staff tor review. We reoognlzed that some of the standards are different than city wide .treet standards ... but they do aCldress the increasing drainage a.nd maintenance problems in the area while maintaining the Cityls 1975 oomaitmant to p~eserve the Barron Park rural environment. Pat stone 2S0 Hamilton Ave. Palo Alto, CA 94301 Tbe lack of sidewalks on the busiest Barron Park (BP) streets is creating an unusually bazardou5 situation. Often pedestrians are farced to walk in the street because there is no ~ell-m~intained clear pathway alonq the side of the street. The area along the side of the street ~here a sidewalk would normally be found is occupied instead by such obstacles as parked vehicles, overgro~~ trees, Shrubs.. ~roken pavement, utility poles, fences .. and ungraded soil (~ud and water holes in winter).. For example.. see my ph-otos .1 and '2 ta>:.en along Laguna Street. Los RObles Cbetween El Camino and Laguna} also exhibits all of these defects and is a particularly deplorable situation because it is one of t.he busiest (danger-ou5 for pedestrians) streets in :BPa It. is 081 so one of the main entrances to the area, thus presentirK3 visitors a first impression of the area being not only hazardous, but also rather unkempt and rams~ackle as wella Sidewal~s ~ould make it more li~ely for SF residents to ~alk through BP for exercIse, commuting to local schools, vi~tinq parks, or travel to local businesses along El Camino l instead of using their ~otor vehicles to do tbQse things. Thus sidewalkS ~oul~ reduce local vehicle traffic {noise and air pollution] and contribute to the p~ysical fitne5S of 8P residents. I'\le heard that some BP r-esitrents feel that siC!elolalks .... ould ruin the -rural at~osphere· of the areaa Bo~everl ~nen viewed objectively, SF is not a rural area at alIa It is really a medium to high density suburban area tho!t loc::ks tbe street irr.proveIl1ents (paving, side .. al'ks .. curbs, stor. drainage) that are needed to safely a~comodate such ~ensity Qf resi~ences and ~raffic. Also" you 1ier-e provided with a copy of my April 2. 1990 letter to Mr. Kresie regarding this matter. I have attached a copy of that letter for your ready referer~e. I ~ill not repeat the contents Qf the previous letter, but vould like to highlight a couple points. 'the exact desiqn 'Of 9·utters" side~alks, parking areas and drainage structures is not nov the issue. The survey you refer to obviously did not contact every household in the area. Two of our Public Works Oepartment enqineers live in Barron Park and are unaware of these plans or any survey concerning streets and sidewalks. In order to proceed 1rfith redesign and reconstruction 0:= any street 6 it ~ould be essential to have a consultant m~p out an overall pl~n. The consultant 'liould be charged with responsibility of dealing 1rfith you~ organization as ~ell as the individual property owners that 'liould be affected by cbanges in their front yards~ The consultant would also bave to consider all .aspects of drainage and the maintenance implication of mixing materials such as gravel shoulders and decomposed qranite sidevalks adjacent to the paved street and gutter. In order to proceed with this concept 6 council yould have to authorize expenditure of funds for the consultant .. ~.--- , \ , • • \, \ .\ 1 , \ 1 .~ " .. :\. f , ' , , I • 1 ..
