No Council action is requested. Attached is a summary of the cityts lobbying activities related to State and Federal legislation durinq 1989 and 1990. Only 35 of the bills the City actively lobbied reached the Governor. Tha City's position prevailed on 66 percent of those. Effectiveness with palo Altots stat~ Leqisl§tors Of 45 bills on 'Which Assemblyman Byron Sher cast a floor or co .. ittee vote, his vote ~as consistent with the cityts position on 37 (82 percent}. ot 37 bills on which Senator Rebecca Korqan cast a .floor or coe.ittee vote, her vote was consistent with the City's position on 26 (7G percent). The de<JTee to which the City's lobbying efforts were. 8ucceaar~1 may give some indication of where the City~s priorities and views are consistent with those of the Governor and the State Legislature. The success rate in our lobbying of revenue and taxation issues was elt.inated by the passage of last-hour bill, 58 2551~ It results in major costs to cities in order to provide counties with itddi t ional reve..~ue to rep1.ace fita te budget cut 5 to coun tie s. CMR:fo6:91 • '0" Page Three This bill went to the floor without ever going to a policy CQ1IIlI!ittee~ Its lanquage was never seen by the League of california Cities until after it had passed~ The League indicates this poorly written measure will be litiqated. federal Legislation It Is acre difficult to reduce fede~al legislation lobbyinq efforts to statlstics~ Each bill in th~ House has a counterpart in the Senate, and several bills may be introduced sequentially on the same issue. Analysis Is further complicated by the fact that very difterfllnt issues can be joined under one bill. As an eXAmple, mandatory Social security and Medicare coverag~ were initially joined under RR 3, the Child Care bill. This joining of different issues under one bill lessens our ability to look to voting records when evaluatinq a federal legislators· -responsiveness towards the City l s issues .. Where the position of the Senator or Representative is shown on the attached summary, it more likely represents a view expressed in correspondence to th-e city rather than an lIictual vote cast in Conqress. conclusion There are a profusion of bills introduced each year which in some way relate to areas of interest to the city. In most instances~ the City must rely on the Leaque of california Cities to work in its behalf on legislation.. The City's effectiveness with its legislat.ors . is qreater if its efforts are directed at critical issues. The legislative bills which the City actively lobbied during the 1989 and 1990 sessions of the State Legislature and Congress ~ere selected for one or more of the following reasons: the legislation related to a Council priority; the Council has an existing position on the sUbject of the legislation; or~ at the request of a Council Member, citizen, advisory board or commission, otber organization, Dr the City Manager~ the Council directed that the legislation be lobbied.
