As part of the council meeting agenda on September 17, 1990, Will Kempton, Executive Director of the santa Clara county Traffic AuthorIty, is scheduled to make a presentation concerning the Draft 1990 Strategic Plan for the .Keasure A program in santa clara county, which .the Traffic Authority administers. The purpose of the presentation is to review current strategic Plan information and status" respond to quest.ions, and receive any comments frOD the Council .. prior to final adopt-ion o:f the strategic Plan by the Traffic Authority. The Strategic Plan is used to identify the scope, budget, and schedule tor projects financed through. Measure A.. Measure A is a half-cent sales tax program for specified hIghway improvements on Routes 85, lOl~ and 217 in santa Clara county, which was passed by voters in November 1984. A strategic Plan is adopted by the Traffic Authority on an ~nnual basis, as a statement of understanding and intent regarding actions, ongoing and planned, to complete the Measure A program. Included as Attachment 1, is section 1 of the Draft 1990 Strategic Plan, Which provides a summary overview of the programs, actions~ expenditures, revenues and completion plan for the Measure A program. Remaining sections of the Strategic Plan report contain more detailed informatIon for specific projects yet to be completed .. The Measure A projects that most directly affected Palo Alto included the yidening of Route 101, to provide an additional travel lane in the median in each direction, and the construction of soundwalls along residential areas adjacent to the freeway.
