On August 6. 1990 the City Council directed staff to defer a
pending electric rata increase app~oxi.ately an additional 29
days ~ Accordioqly, this report recommends a~t.ion of the
attached R8-solution proviclinq for a 'aO percent retail electri.c
rate increase to become effective SeptembEr 10, 1990.
Background
On June 18 1 1990, the City Council approved a 7.0 percent
electric retail rate increase to become effective August 11,
lS90. Attached CMR:312:0 provIde details of the rate increase
and had proposed an effective date of July 1, 1990.
However, during.the Finance and Public Works committee (F'PW)
hearings, councl1member SutoriU8 recommended that the rate
increase be deferred since he was aware that during FY 1990-91
the Electric utility would be receiving a reduction in its
financial Obligations to Northern California Power Aqency (NePAl.
This was due to reduced bond debt service for the Calaveras
Project which was ~ reflected in the proposed rate increase.
Accordingly, the council acted upon the recommendation by the
F'PW committee to deter the rate increase until August 13, 1990
to reflect the anticipated reduced NCPA costs and thereby provide
a measure of relief to the ratepayers~
Subsequently, on August 6, 1990 the City Council directed staff
~o defer the projected rate increase additionally until September
10, 1990. The deferral was requested since the a~tual reductions

THE HON0RABLE CITY COUNCIL
Palo Alto, California
M.tention~nce and rub] ic Works Committee
Members of the-Gouncil~
A review of the Electric Utility operations for F~ 1990-91
indicates that current rate levels are inadequate to enable the
utility to meet its financial obligations. Acco~dingly. in
order for the utility to have sufficient funds during FY 1990-91
to meet its financial requirements, staff recommends a 7~0
percent retail rate increase, effective July 1, 1990, to qenerate
appro¥imately $4~200,OGG.
The revenue requirement of the Palo Alto Electric utility
consists of i1 number of compone~lts incllJding the cost to purchase
power, operate and maintain a reliable system, finance an
appropriate portion of capital impro~emeDt projects from current
operating revenues, service its debt, fund prudent reserve levels
and produce a reasonable return on investment which is
transferred to the. General Fund. A significant change in anyone
of these factors may warrant a rate increase or decrease.
A comparison of the FY 1990-91 Proposed Budget with the Adopted
Budget of FY 1989-90 indicates that the costs of various Electric
Utility programs are expected to rise. while others yill decline~

During FY 1990-91, the most significant financial obligation
~bich will increase is $6~648,000 associated with the
commencement of debt service payments tor the Calaveras
Hydroelectric Proj~ct. In a related matter, the cost of purchased
power from the Western Area Power Administration is expected to
rise approximately $3S0,0~, as wholesale rates were increased on
October 1, 1989. Finally, anticipated increases in expenditures
for capital improvement projects and operation and maintenance
are estimated to be $1,300,000 and $1,073,000 respectively~
These factors combined vould necessitate a Significant rate
increase. However, in accordance with the utility's basic
strategy to minimize the size of rate increases, an entire pass
through of the increased costs to the customers is not
recommended. Instead, approximately $5,166,OGO in increased
costs yill be financed from the -reserves by vitbdrawinq $643,000
from the Calaveras reserve, with the remaining $4,523,000 taken
out of the Transfer Stabilization reserve. In this manner, statf
proposes that the remaining net revenue requirement of $4,200,000
be collected from the utility's custome~s through implementing a
7~O percent retail rate increase.
Approval of this rate request will raise retail rates to better
track the utility's ongoing operatinq costs and help aitigate the
need for a substantial rate increase in the future. This electric
retail rate increase represents the first since a 10.7 percent
increase in Jgly 1986, which vas followed by a rate decrease of
4.5 percent in July of 1988.
~PQJication of Rate Increase
In spreadinq the required $4~200,ooa revenue increase to rate
schedules E-l~ E-2. E-4, and E-6~ all rate blocks Yere increased
appro~imately on an equal cents per KWH basis. This approach
produces a unitora cents per KWH increase across all customer
classes. Bowever~ on a percentage basis~ the actual percentaqe
increase Eor various customers ~ill necessarily vary since their
eIisting rates are not identical. Application of the increase in
this manner is consistent with cost of service principles.
The following table indicates the impact of this rate proposal on
a typical bill for the various customer classes:

This is an informational report and no Council action is required
at this time.
This report summarizes the effects of the state's 1990-91 adopted
budget on the City of Palo Alto. It is estimated that the General
Fund vill lose between $512,000 and $800,000 as a result of the
State's action~ Staff recommends that a combination of General
Fund reserves and expenditure reductions be tlsed to cover the
red'uction in this fiscal year, and that durIng the interim budget.,.
adjustments be ~ade as required to accommodate the entire amount
within the General Fund budget.
In addition, the Water Fund will be required to pay $g,~OO annually
to the state Department of Health Services. This a~nt viII also
come from reserves, and water rates will be adjusted during the
interl. budget process c

'The. adopted budqet contains a provision tor fundinq the State Board
of Equalization's activities by redirecting 8 percent: of city
cigarette tax revenues. In .fiscal year 1990, cigarette taxes
totalled $209,,0'0-0, so that the State"s action represents a
reduction in SUbvention revenue in 1990-91 ~f $16,72G.
SI 2557 ("'44y)
This bill permits counties to: 1) impose fees on local agencies
tor costs incurred in booking persons arrested by local agencies;
and 2) to charge a fee for the COllection of property taxes from
all entities receiving property tax.
During 1989-90 Palo Alto poliee arrested and actually booked over
3"O<J() people. During the same period .. another 1 .. 40'0 persO!"ls were
arrested and released on citation; these people eventually have to
go through the booking process at the jail~ but are allowed to do
it at their convenience prior to any court proceeding. CUrrently
the County charqe.s $84. .. 75 per person booked on municipal code
violations. However ... the League of California Cities indicates
that :most jurisdictions with which they have been in contact charqe
$135 to $150 per person.. This provision of sB 2577 would con
sequently result in a total increasea cost to the City of between
$372,90G to $660,000. The Police Department indicates as veIl that
the number of arrests has been steadily increasing, and is not
expected to level out or decline in the upcoming years.
The County of Santa Clara estimates that the City will be charged
approximately $122,000 for property tax administration in 1990-91.
rhe charge is based on Palo Alto's proportion of the tot.al property
tax collected in the county.
l-auir'd Adjustment to General FU~4 BUdget
Staff is recommendinq that a combination of General Fund reserves
and reduced expenditures be used to cushion the impact of the
increased expenditures and revenue reductions in fiscal year 1990-
91. As the interi~ budget is prepared~ staff will assess where
revenues are vis-a-vis the budget~ and make recommendations tor
full reductions as needed to General Fund programs ..

This bill requires public water systems with at least 2C~ service
COIU':Iections to pay the State Department of Health Services an
annual fee of $.5<) for each service connection. The State
Department is empowered to implement the fee on an emergency basis.
Palo Alto has approlCimately 19.000 service connections~ vhich
equates to a charqe of $9.S00 per year. Staff will incorporate the

The League of California Cities bas formed a task force to develop

how cities can .lniaize costs, ensure county charqes are appropri
