HONORABLE CITY COUNCIL
Palo Alto, California
o
420 JACOBS COURT, COKPREHENSIVE PLAN AMENDKENT ANO ZONE CHANGE
Members of the Council:
Tbe Lightner Property Group is proposing that the comprehensive
Plan designation for this site be changed from Single-Family
Residential ~o Multiple-Family Resldential_ and that the site be
rezoned from TWo-Family Residence R-2 to Low-Density
Multiple-Family RM-15. The applicant bas submitted for
preliminary Arcbitectural Reviev a pr~sal to demoliSh the
existIng six .inqle-family homes on the aite and to replace them
with 19 condominiwa units.. The Planning: Commission has revie;.:eO:
the proposal ano recommends that the City Council deny the
proposed Comprehensive Plan land use change.
BACKGROUND
On July 25 6 1990. the Planning commission voted unanimously to
deny the prcpose~ Comprehensive Plan amendment and zone change
for 420-461 Jacobs Court. Eight ~embers of the public spoke in
oppositi~n to the proposal. including one resident of the project
sitea Minutes of the meeting are included in your Council packet
of Auqust 8. 1990.
At the Planning Commission meetinq, a member of the publiCI Herb
Boroek l pre$ente~ .inutes of the Planning Commi5si~n hearing on
Kay 18. 19.3. wben the Planning commission ha~ heard a similar
proposal (8l-CPL-8) for e Comprehensive Plan amendment to change
the desi9nati~n of this site from single-Ta~ily to
Multiple-Family ~e.idential. At that meeting, the Planning
CommIssion voted 5-1 to recommend to City Council that they deny
the proposed land use chanqe. Subsequently. the applicant
withdrew his applicatlon# and on August 15. 198). the City
Couneil vot.~ unaniaogsly to approve the withdrawal of the
application. Minutes of the May 19. 19S3 Planning Commission

~ In their discus. ion of the ita •• the Commi.sioners expressed
concerna about the 10 •• of affordable rental bou.ln;. They did
not find ~he increase in total number 01 unit. from the 12

ex,p~ •••• d concern about providing aceea. to II multiple-family

pattern. ComDissloners noted that when· a .1ailar land use change
vas proposed and dp-nied in 19'3, these .a~e issues were raised~
and circumstances had net cbanqed to warrant a reversal of that
earlier dec15ion.
RECOMMENDATION
Tha Planninq Commission recommends that City Council deny the
proposed zone change and Comprehensive Plan amendment for the
following reasons:
1. The proposed zone change and Comprehensive Plan amendment
vill reduce the affordable rental housing, and the resulting
increase in total housing units i. not substantial ~nough to
mitigate this loss of rental units;
2. The pro.posed zone chanq. and Comprehensive Plan amendment is
not consistent with land us. pattern. in the City, in that
R-2 EDning commonly a.rves as a aore .ppropriate buffer
between .ingle-family resident!al areas and more intensiVe
land Ule5: and
3. 1'he proposed zone ebanqe and Comprehensive Plan amendmell.t
will result in an increase in traffic at an intersection
with aWkward traffic patterns.

He cited numerous times the police have been looking fer
unlawful types in this area. He has live~ at his current
address sinee 1,52 and provided a brief history of the area.
He also said that uny people clo not want to wa.lk around to go
to the All ~erie&n Ma.rket across El Ca~ino Real. An4 he
noted that traffic increased on Willie and Maclane because of
the impediments put in the road on Park Boulevard. It was bis
observation that traffic islands were made to disobey in Palo

peak ~r5, he said that El Camino Way is a throuqb
thoroughfare from El CaminojEl Camino Way to Alma. Many tirr.es
there are traffic jams in this area.
Since this was a PRELIMINARY REVIEW, no formal action ~as
taken. Board members did offer the comments noted belovo
narni l.rD'.
Ms. Barnes expressed real problems with this project and
atated that so_e are on an emotional level since 5he knev Mrs.
Jacobs and knew Jacob's Court well years ago. She noted that
the existing court was planned as a planned co~unity. Ms.
Barnes stated she has a difficult time ~ccepting the ~ensity
proposed here. She also noted that tbe entrance/exit will
impede traffic and is the only entry/exit tor the project.
She also objected to the name of the project. ·Palo Alto
Court-; ahe th~9ht that to be a very uni~aginative. sterile
name.
Ms. Barne$ said that if developed. it does not make 5ense for
the people who live there to have access to Wilkie Way; she
sU9geste~ a aecurity 9ate. She could not support the
character of the pro, posal and the density. She reqistered
atrong objection to tbe loss of affordable rental units. But
if developed, .he clarified that she would require that an
arborist go out on site ind 9ive an evaluation of .Bch tree
along with its chance of .urvival. Lastly, Ms. Barnes 81so
~ted that ac~~rding to t~e Comprehensive Plan~ this Area is
