The purpose of this staff report is to recommend that the Council
open the public hearing to consider the award of an Option t.o Lease
to 505 Hamilton Avenue Partners for the private development and use
of two additional levels of parking at the Webster-Cowper Parking
Garage (see at.tached CMR 4E6:0)~ for the sole purpose of continuing
the public hearing to September ~O, 1990~
Due to t.he time required to prepare the inl tial environmental
review, provide proper public notice, and allow sufficient time for
the foIl 21-day inspection period prescribed by the Cal itornia
Environmental Quality Act (CEQA}. it is not possible to complete
the full environment.al review process prior to the August 13 ~ 19'90
Council meeting. The 21 day review and comment period began on
A'lJ9Ust 6". 1990 and will erA on Auqust 21. ~990. Since the Op,tion
and Lease are considered to be part of the project to construct and
use two additional levels of parkinq at the Webster-Cowper Parking
Garage. Council action on the Option and Lease shoulo not precede
completion of the environmental review process. The next Council
:meeting following the 21-day review period is scheduled for
September 10# 1990.
