This repo·rt recoIIUtends that Cou.lICil approve and authorize the Mayor to execute the attached agreement with the santa Clara Valley Water District (District) in the amount of $29,000 for replacement of the Duncan Place Pedestrian/Bicycle Bridge. Funds have been appropriated in elP 47702, Stcr.m Drainage Collection System IJlprovements~ Background The October 1989 earthquake caused extensive damage to a City pedestrianjbicycle bridge located at Duncan Place and Adobe Creek. Tw~ of the three main support beams and their cross members were split and the third support member vas pulled from the bridge's concrete abutment. Due to this extensive damage, the bridge was Immediately closed. Prior to the earthquake.. the District: vas planninq to raise and modify the existing bridge to accommodate the new Creek improvements. However, due to the damage caused by the earthquake, staff asked the District to install a new .. prefabricated bri6ge and make improve!!!ents to the bridge awr-oaches inclodi!l9 new pavement, bollards .. and bicycle signs at City cost. Discussion The attached agreement provides for a new bridge and improvements to the pedestrian/bicycle path between Duncan Place and Creekside Drive. The project limits are shown on tbe map marked -Exhibit A attaChed to the agreement. The District is preparing the plans and specifications and will advertise for bids and administer the bridge construction as part of a contract for improving Adobe Creek. The plan!;. have been reviewed by the Palo Alto Bicycle Committee and their comments have been incorporated into the plans. As with previous District projects.. an extensive neighborhood outreach program is being -1- CMR:464:0 •. _.-• .c. \ \. \ '. -, -.\, .";'~'''''):~ • , , - '- .- o pursued to keep residents informed and to seek their input before the desiqn is finalized~ The estimated City cost for the new bridge and bridge approach iJllprovement.s including: design and administration is $29" GOO as indicated on Exhibit B. Funds have been appropriated for this purpose in CIP 47702... storm. Drainage Collection System Improvements~ The District will be responsible .for all new retaining wall costs as the need for this vork is caused by the creek improvement project. The city's Public Works Inspector viII monitor all bridge related construction to ensure compliance with Palo Alto ~tandards. No substantial change in the scope of work will be made durill9 construction 'Which raises the total cost. unless the District receives prior written approval from the city. The project. was expected to begin this summer; however, the District has IlQt been able to ootain construction right-of-way agreements from all the residents along Adobe Creek~ As a result~ the city vas notified by the District that the start of construction would be postponed until spring 19'91. The existing bridge can not he repaired due to the poor condition of the wood deck and supports which have rotted. However, City crews will construct a temporary wood bridge deck approximately one foot above the existing deck -with asphalt ramps on both ends. The temporary bridge will be opened by September l~ 1990, and will bE removed next spring when creek construction begins. Although the cost of materials is estimated to be approximately $2~OO'O, most of the lumber can be salvaged. E'nvi ronmeot.a 1 As s e S9 m~_n.t The agreement states that the District will act as lead agency for compliance with all applicable environmental la~6 and regulations, including the california Environmental Quality Act~ Palo Alto will act as a responsible agency for purposes of the Act~ Recommendations staff recommends that Council: 1.
