HONORABLE CITY COUNCIL
Pale Alto~ California
545 Forest Ave~ue
Category 2 Historical St~~
Members of the Council:
On July 9, 1990 ... the Courn:il directed ·staff to investigate the
relocation of the historic structure at 545 Forest Avenue to the
City owned' well site located in the 1100 block of Middlefield Road
in the event that relocation by a private party is nvt undertaken.
Work on this assignment is described in this staff report~
At this point in time, staff believes t.hat the potential for
private relocation of the historic house is quite qood. ffo .... 'ever ...
in the event the City has to move the h~5e... significant
expenditures of city time and money will be necess,3.ry. Therefore
this item bas been placed on the City Council agenda to provide an
opportunity for further discussion of the potential ramifications
of this assignment and to allow the council to qive direction to
staff regarding the Council's expectations on use of the
Middlefield Road site and payment for significant but undetermined
costs to be incurrea if the City moves the house.
~,ckground
John wood:worth applied for a demolition pennit to raze the Category
2 Historic Stru~ture located at 545 Forest Avenue on October 25,
19a9. Follo~inq reviev and recommendations by the Historic R€vie~
Board (HRE). the Council extended the required 60-day demolition
zoorat.oriom to eight l!lo'nths. The moratorium 'Will expire en August
11, 1990.
Status of_ the Const);uction Project
The proposed IO-unit condominium project received ARB approval on
April 5. 1990. The tentative subdivision map 'Was submitted on June
29. 1990 .. and is scheduled for Planning Commission revic;.{ on

As ot July 24, 1990" it appears froro a discussion ..... ith Mr.
Wood ..... orth that 'W'ork had .D:Q..t beg-un on preparation of the
construction dra .... ing pna.se of t.he project. The ear1.iest the
constru~tion package can be submitted for building and other City
departments' plan check is estimated to be September 1 .. 1990.
CUrrent City plan check process time is approximately six to eight
weeks ",-hieh could result in a building permit being issued bet .... 'een
mid-October and early November, 1990.
potential for Demolition
Regardless of the Council imposed moratorium 'Which €lI:pires on
Auqust 11" 1990 .. a demolition permit for any of the rl?'sider~ces
located at 545 Fcrest Avenue cann~t be issued until the building
permit for the nelJ project :has been issued (PAMe 16.04)4 The
building permit cannot be issued (except for a rental housing
project) until after Council appl'oval 'Of the tentative map. It is
therefore unlikely that a demoliticn permit could be issued any
earlier than october lO~ 1990.
Potential for Relocation
A private individual is serIously pursuing the relocation of the
residence to 422 Palo Alto Avenue. On July II, 19-90-,. Tiro Trailer~
Micbele Gane~ and Mike Moyer,. an arcbitect~ presented the
relocation proposal to the Historic Resources Board (minutes
attachedJ4 The specific City approvals required to accomplish the
relocation to the Palo Alto Avenue site include:
1. A parcel :map .. ith excepticns~ Tbe lot ""ould be 50 feet in
width ~bere 60 feet is the minimum requirement.
2. A variance for a daylight plane encroachment and floor area
ratio. Lot depth, lot area, lot coverage. etc. ,.iculd all be
in ~ompliance ~ith the Zoning Ordinance~
:l. Approval by the city Manager of the reloc?tion pe.nnit {PJI.M-C
~6.32.~OQ)~ The public hearing on this permit is scheduled
for July 31~ 1990.
Tbe HRS-strongly endorsed the propo;:al to relocate t_he building to
the Palo Alto Avenue site end req~ested city staff to expedite the
processing of the parcel map and variance appl iC3.tions to the
qreatest extend possible given legal noticing requirements. They
also ~ish tbe City to consider absorbing City related relocation
costs ... 'here possible {tree triD'lllling~ overhead ...... ires~ etc.}. Staff
concurs -...ith the recomItlend21tion to ""aive these costs based en the
reason that very similar costs ..... ill be incurred by the City if
relocation to the Middlefield Road site is required.

The variance and parcel map will be ccncurrently processed. The
t~o items ~ill be on the Planning Commission agenda on September
12, 1990, and the Council agenda of September 24. 1990.
Middlefield Road Well site
The eXisting surplus well site located: in the 1100 block of
Middlefield Road previously consisted of tour (4)~ twenty-five feet
vieSe parcels.. A Certificate of Compliance is in process to
reestablish two (2). fifty (SO) feet wide lots that are 112.5 feet
in -depth. The site is occupied by a concrete tank and small~
miscellaneous buildir.gs. The specific approvals and conditions
require~ for relocation to this site are:
1. A Certificate of Compl iance to reestablish "t_~_o ___ lotos is in
process.
2. A zone change application "'as submitted by City staff -on July
10, 1990, to rezone the property from PF to R-l. It will be
on the September 26, 1990. Planning Commission agenda and the
October 1S 6 1990~ city Council agenda.
3. Variances for-daylig,ht plane e'ncroachments. F.A.R., and
possible rear yard setback. A variance application ~ill be
submitted by City staff by August 3. 1990. A site plan and
building elevations are currently being prepared.
4. Removal of the tank and related structur~s ..
5. Possible removal of one or t\o'o significant trees (cedar and
eucalyptus).
Ei.. Approval by the City Manager of th.e relocation permit.
A budget for a possible relocation of the historic structure to the
Middlefield Road well site has not been appro\~ed. In addition to
the actual movj ng and restoration costs (undetennined) the site
must be prepared prIor to moving the building. Removal of the tank
and structures and .filling the area with engineered fill is
estimated to -cost approll:imately $30 .. O{l'O. 0,0. Additionally. a
foundation must be installed and the building must be recor~ected
and weatherproofed before restoration can begin.
Or .. Kay 10, 19'90. the council discussed the staff recommendation
(CMR:274:0) to sell the Bryant Street ~ell site, ~bich would in
turn fUnd the development of the ~iddlefield Road prop~rty. The
sale of the Bryant Street site .... as approved by council but no
disposition action. other than rezcning~ was taken on the
