DISCUSSION OF Blps
On June 6~ 1990, Cal trans opened bids tor the constru~tion work~
Four bids ranging from $223,760 to $264,9S4 were received. The
lowest bid of $22J~?60 (sUbmitted by Community Electric, Inc~) is
11.S5 percent over ~'_'~ineer's estlmate of $2~O,S90~ However,
community Electric~ Inc. bas been disqualified by Cal trans due to
lack of compliance with the Disadvantage~ Business Enterprise (OBE)
qoal (is percent DSE goal 15 a Cal trans requiremen~]~
The second lowest bid, in the amount of $245,582.20, was submittea
by Steiny and company. and 1& acceptable to Caltrans.
Cal trans bas evaluated the bids and their analysis is as follo~s:
(~) Four bids 'Were received.. This indicates that the competition
'Was adequate.
(2) Rejecting the bids in order to re-advertise the project at
a lat.er date -will delay the provision ~f accIdent red·uetion
at this location. This delay is considered undesirable.
(3) The second lowest bidder'S (Steiny and Company, Inc.) unit
prices are moderately higher than the Engineer's estillate for
traffic e~trol, landscapinq, concrete. and electrical ~ork.
However, Cal trans believes that the bid prices' lire reasonable
and the Engineer's estimate was too opti~ist.ic.

(4) There are no apparent factors in the timing or bidding
.ituat!on that ~ould indicate that rejection of the bids and
re-a~vertiBinq the project at a later date woul~ produ~e a
lo'Wer bid ..
(S) It is not cons!dere~ teasible to reduce costs by redesigning
the project.
Staff concurs with the above evaluation and agrees that the
contract should be awarded to Steiny and Company, Inc.
FUNQING
For Cal~rans to award this contract to Steiny and Co~pany~ Inc.,
the City's total obligation for preliminary engineering,
construction enqineering, and const:ruction costs 'Would be $141,405,

City's tote1 share $141,405
A total of $131~OOO is presently available in CIP .18972 to cov~r
the Cityts initially agreed upon obligation. The amount required
for the Cityts neW" total share is no'" $141." 405 .. based upon the
actual bid prices. Approval of the attached Budqet Al!1endment
Ordinance appropriating an additional $10~'OS to CIP 'lB972 fron
t.he reserve for capita} projects is required to complete the
project.
ENVIRONMENTAL ASSESSMENT
Cal trans is the lead agency.. They had earlier dete:nnined that this
projeet is cateqorically exempt under the California Environmental
Quality Act" and staff concurs vith this determination.
