Funds for this specific purpose have been approved in the Utilities budget for FY 1990-91. Background In order to effectively manage priorities and the workload of the Utilities Field Service unit, a new program for contracting sewer ~aintenance vas initiated on an experi~ental basis during the last balf of FY 1989-90. After 9Oi"9 out to bid, the city executed agreements (attacbed) on March 6... 1990 with Roto Rooter Sewer Service and Rescue Rooter Inc. to provide services through June 30, 191910 related to clearing sewer laterals of any blockages.. SUCh contracting services were performed on a part-time basis~ responding to approlCimately 60 percent o.f the calls, while the utilities customer Service Field unit continUed to respond to the re.aining sewer backups. During this period staff evaluated the effectiveness o~ the program and its impact on the workload and priorities of the field unit as well as the customer~ Each contract vas set at a ceiling of $12,5-00 for that period reflecting the part-tille aspect of the workload. Finally. contractor performance has been very qood. Therefore, staff proposes to expand the oontractlnq program to a regular on-going basis for F¥ 1~90-91~ DUring the budget process, staff responded to questions from the Finance and PUblic Works committee related to this regular program wbich waS subsequently approved at a level of $125 .. 00'0 per year. Ac:corc!ingly, the Field: services ProgralJ under utilities Administration incorporates a $125 ,000 increase In ~tract services for this purpose. Approval of th.e amendments to the aqreements with Roto Rooter and Rescue ~ooter will increase the total Compensat.ion level froD $12,500 to $62,500 for each contractor. although the rate charged vill remain ur~hanged from the oriqinal agreement. The only other cbange to the oriqinal aqrecments relates to thQ tera, ~hich is being extended to June 30# 1991.
