"1 ~ 6 July 11. 1990 'l'HE BCNORABLB CITY COUNCIL Palo Alto, California Second Phase Agreements -Northern California Power AgencY Combined CYcle Project No. One and NQrthwest Resource Project Members of the Council: 'l'his report recommends Council approval of two Second Phase Agreements for Financing of Planning and Development Activities which viII lead to Construction of Northern California Power Agency (NePAl Combined cycle Project No. One and. purcbase of power throuqh the Northwest Resource Project. These Agreements provide for funding to allow NCPA to pursue planning and related activities, including the investigation of the cost and feasibility of installInq the proposed combined cycle power plant and investigation of the cost and feasibility of purchasing power throuqh the .Northwest Resource Project.. Actual construction and purchase contract costs would be funded separately at a later date. Baclsground As part of joint power supply planning done .for its IDembers" NCPA developed a Request for Proposals to supply power fora various agencies and projects to the orqanlzatio~. The results were evaluated and inserted into the resource plan being developed to cover the next 20 ye.ars. In December of 1989, NCPA's staff had identified four resources with the economic potential to help meet the projected 8ggreqate power needs of the ten interconnected NCPA ~embers" including Palo Alto. The four resources, including a coal power plant in Northeast 5evada and a biomass-fueled power plant to be located in the Central Valley in addition to the above resources" emerged froll the two-year proposal evaluation process cond·ucted by NCPA. Tbe bIomass-fueled project was rejected by all NCPA members~ A subsequent evaluation by City staff of the remaining three projects resulted in the recommendation for the two projects in this report. The results of the analysis indicated that the two recommended resources are oost effective_ .tnl.lze environmental Impact, and reduce technical and tinanclal risk exposure. Staff recommendations are for Palo Alto to participate to the peraitted maxlaum of 22.6 percent in the Northwest Resource Project and to li.it participation in the Combined Cycle Project to 20 percent, based upon the results of the analysis. The combination of the two projects is favorable to the alternative of purcbasinq partIal requirements polIo'er from PG&E'.
