July 12, 1990 HONORABLE CITY COUNCIL Palo Alto, California Att.ntlon~ Policy an4 Proce4urea Committee TASMAN CORRIDOR STUDY -LIGHT RAIL EXTENSIONS Members of the Council: At the City Council's meetinq on June .. , 1990., the CQu:"IoGil;: (!) considered and discussed the general topic of the Tasman corridor Alternat.ives Analysis study and the more specific topic: of the extension of the Light Rail Transit (LRT) Syste~ to Mountain View or Sunnyvale,. and (2) referred the matter to the Policy and Procedures Committee to further evaluate and bring: back a recommendation to the Council. The pu.rpose of this staff report is to provide additional available information. staff <conunents .. and' recommendations. Staff recommends that the Council: (1) express its long-standing and continuing support for all forms of mass transit. in general, and fc-r further expansion of the existinq l .... R.T System in Santa Clara County, in particular; {al express its support for LRT as the preferred mode alternative for the Tasman Corridor; and {3J defer, to ~he County Board of Supervisors, any decisions that may o.lti:!!l.ately be made regarding priorities for extensions beyond Lockheed Missiles and Space Company, Inc. to Mountain VieW' and Sunnyvale. BACKGROUND The santa Clara County Transportation Agency (SCCTA) and the Metropolitan Transportation Commission (lITC) are conducting the Tasman Corridor Study to evaluate potential transit improvements for-the northern portion of Santa Clara County.. Staff report CMR:32:5:0 (May 31, 199D}. included as Attachment 1, provides a basic description of the conduct and content of the on9'Oing study, and includes summary comparison information prepared by the study consul tants as well as materials prepared by both Mountain view and Sunnyvale.. - CMR:ne:O • \. i t I .1 • i ., 1 I I STATUS OF CURRENT S'TI.HlX Recentlf. a series of meetings have been held to inform the public about the results of the study to date, and to seek their comments regarding various proposals and alternatives. On the technical side. the consultant team is in the process of rerunning the travel simulation aodels in order to further assess and refine the technical information. This vork is expected to be completed by the end of July. Meanwhile, the summary information provided with the previous staff report (CMR:325:0J as Chapter 6, (D~) Financial Analysis and Rvaluation ot Alternatives for the Tasman Corridor Alternatives Analysis, is the best information available tor a .general overview summary comparison of the study alternatives .. It is also expected that representatives from both Mou-ntain View and Sunnyvale will be present and available as additional resource persons. No formal presen~ations by these persons have been planned. RELATE!) COUNCIL POLICIES Palo Alto has a long-standinq record of strong and vig.orous support of all forms of mass transit. The Comprehensive Plan speaks directly to a variety of measures: (a) to improve existing service (reliahility .. frequency}, (b) to facilitate passenger usage (accessibility, transfers, fares, schedule~ and route information). (c) to expand service {exclusive lanes/quideways, service areas. express services~ shuttles, special serlices}~ and Cd) to create and improve regional and subregional transit linkages among service providers {BART .. caltrans l SCCTD, and others}. council~ througb its actions and support of legislation and ballot measures as 'Well as various regiOl'lal and county ievel transportation plans, has consistently demonstrated a position of strong support toward measures and plans that emphasize transit related solutions over automobile related approaches. Council has long-standing pol icies, and a notable record of actions and aChievements, that encourage and facilitate the use of alternative modes to the automOOile (walking, biking. car/vanpools, transit). Some of these actions include TDM requirements for employers that long preceded the current Golden Triangle efforts; a consistently strong advocate of the Golden Triangle Task Fo-rce and Commuter Network: bicycle facilities and promotions that consistently place Palo Alto in the top ranks of bicycle usage and CMR: HS: 0 7/12/90 Page 2 I I .. ~ , \ \ ., \ ~-~ . -0"'iIf"~· ''> -f <:* , . , "'. . . I 1 - friendliness; the Palo Alto C'tlTrain station that ranks third (behind San Francisco and San Jose) in the number of riders and the California Avenue CalTrain station ~hich ranks sixth. In summary, the Council's policies and actions have consistently and 4gqressively empbasited transit and other alternative modes of transportation during the past decades. ISSUES AND QQNCERNS From a preli.ainary review of the available information from the Tasman Corridor Study, there appear to be four pri~ary issues that warrant consideration: 1. Need for additional transit service. • Tbe Tasman Corridor passes thr0U9h areas that already contain significant development, and are projected to experience major additional growth. The resulting t.ransportation needs must be served, if the area is to maintain stronq economic vital ity and a higb quality of life. • Public opinions and actions, as reflected repeatedly in opinion surveys and in the voting booth, show that the public recognizes transportation deficiencies as a majo.r prpblem and supports the development of a balanced strategy involving bigh~ays~ transit, and other actions. • Physical limitation and practical constraints 1 bait the further potential of the roadway system to meet the transportation needs of the. area. Transit offers the potential for hiqh capacity, high quality service to help meet these needs. • Large investments have already been made for i~provements dnd expansion of transit service (County Transit, Guadalupe LRTI CalTrain, and others). These systems must be made to operate as efficiently and effectively as possible. • The Cormation of the Golden Triangle Commuter Net~ork and the institution of a Transportation Demand Kanaqement (TOM) ordinance by area cities and the county, will rely upon the availability of a comprehensive range of qu3lity t.ransit services in order to achieve stated goals regarding reductions in the number of people who drive alone in their automobiles~ In summary" there is widespread, streng support for-the further improvement and expansion of transit services throughout the region l the county, and the city. Palo Alto has consistently maintained a pro-active posture.. in terms of both policies and Q!R:418 :0 '. 1/12/90 Page 31 • r ! , t , t .. " , I, ',. ! • . , "~::,;;,,:~ , , , , .• ---.-.. :-~' - - actions, that emphasizes the importance of transit. 2. Ligbt Rail Transit (LRT} versus other modes. • The alternatIves beinq studied tor the Tasman Corridor are not individual systeIl alternatives, but, rather, various com))inations of servlces with a particular emphasis on certain types of services. The TSK Alternative and~ to a qreater extent I the Express Bus Alternative, both rely upon buses and HOV lanes as a major focus for serving transportation needs. The five LRT Alternati.ves all include major rail components~ but they also include consideration of buses, HOV lanes and other TSM measures. • Each of the five LRT Alternatives is proposed to be a majo~ extension and expansion of the Guadalupe LRT line that is presently being built and is already partially in opel.ation. As such, alterllatives that include LRT build upon the existing LRT line to begin the formation of a system that is certain to function more effectively and efficiently than a single li.ne. The ell:tensions also provide potential multiple linkages between various rail systems «LRT, CalTrain, and BART) that ultimately serve to provide important options for local and regional travel. • The LRT alternatives are all shown to provide significant additional travel time savings over other alternatives thGt do no,t Include a new LRT cOlllpooent. (See CHR: 325:0~ Attachment A~ Item ~I [Chapter 6] Figure 6.5.) • The total number of transit riders projected .for the LRT alternatives is not significantly higher than the EXpress Bus Alternative (+4'}~ or the TSM Alternative (+6\) on a daily basis l and {+5'J and (+S'J during the peak period. This is due to the fact that is significant portion of the LRT riders, in the absence of the LRT extension, are at preseIJt or projected to become I bus riders. {See CMR:325:0, Attachment A, Item 21 {Chapter 6] Figure 6.l.} • The higher cost of the LRT alternatives, when compared to the number of new transit riders (Net Cost per New Transit Rider)r is high--ranging from $12 to $15 per new rider. In summary, extensions to the Guadalupe LRT line l albeit costly, are a natural and necessary step in the development of a comprehensive LRT system l felly integrated with other rail systems and local area bus service, to help meet the transportation needs of the county. 3. Bow far to extend the LRT line. • The Tasman Corridor study includes five LRT alternatives. :. For three alternatives ("AI 48 , 4C) ~ the eastern most CKR:41S:0 --.... 7/12/90 Page 4. < -. . ., .. .11 • J -. ... . ter.lnus is at Milpitas. while the other two "alternatives (40 , 4EJ continue into northeast San Jose. The western terllinus tor one alternative (4A) is at Lockheed, two alternatives (45 , 4D) continue trom Lockheed into Mountain View, and two alternatives (4C , 4E) continue from Lockheed into SUnnyvale. • The cost effectiveness measures indicate that t.he LRT alternative ending at Lockheed (tAJ is significantly better than those that extend into either Mountain View or Sunnyvale. Basically. the incremental cost of extending the LRT line beyond Lockheed to either city, in relation to the incremental ridership and related benefits, is very high • . (See CMR:325:.0, Attachment A, Item 2 [Chapter 6]. Fiqure 6.6, Fiqure 6.8 and Figure 6.9.) • Support lor the extension of the LRT line beyond Lockheed to Mountain View and/o·r Sunnyvale appe-srs to be based upon public policy interest and support rather than demonstrated technical merit a In summary, the technical evaluation indicate3 that the LRT line should be ext.ended only as far as Lockheeda Other consider~tions ... appear t.o be drlvlnq the evident support to continue the LRT lIne to Mountain View and/or Sunnyvale. Such considerations may include development of a countywide rail system l expanded connection of LRT with CalTrain l and downtown development and revitalization. 4. Priority between Mountain View or Sunnyvale • Representatives from Mountain View indicate that an extension to their city serves Moffet.t Field l other ~ajor employment and residential areas, is easy to build with .inimum disruption, and provides more convenient access to North County residents. • Representatives from Sunnyo.~ale indicate that an ex-tension to their city bas lower construction costs and lower cost per new rider, better accommodates potential longer range extensions to serve Cupertino, Saratoqa l and Los Gatos l directly serves a diverse and qrowing downtown ... and has no fatal design or implementation flaws. • The technical data available from the Tasman corridor study indicate that wbile there are some differences in various measures between the e::.::tension alternatives to Mountain View and Sunnyvale... the differences are often small (sometimes minuscule) and bey~nd the ability of the travel models to accurately predict and assess (e .g. differences in total transit ridership of 0.2 percent ... differences in congested roadway vehicle miles of travel of 0.01 percent, etc.) CMR:418:0 7/12/90 Page 5 • • " '" '~~,~} -- :'--.-". ":"~!X~· , . /' • The extension to Sunnyvale appears to facilitate potential future extensions to areas to the south. This is consistent with current ideas about a countywide rail system" and is illpcrtant tCl serving areas of existing conqestion and sisnlficant future growth. • The extension to Mountain View brings LRT in closer-physical proximity to Palo Alto. However, the likelihood of extendiog LRT service to Palo Alto is judged, at this time, to be very low. This conclusion is based in significant part on the unlikelihood of an LRT extension paralleling the existing calTrain rail line. For people who drive or bike to ~he LRT line from Palo Alto l the closer proximlty to Palo Alto may be some advantage. For persons using CalTrain and transferring to the LRT line" there is little evident difference between making the connection in Mountain View or SUnnyvale .. • Tbe County Board of Supervisors, who will ultimately the decision regarding the priority bet~een Mountain and SUnnyvale, will have the benefit of more complete thorough information upon which to evaluate and make a choice, if and when it is required. make View and such In summary, if there is support for an extension of the LRT line beyond Lockheed, an extension to either Mountain View or Sunnyvale could be made to ~ork. Neither destination offers a compelling advantaqe tor travel to or from Palo Alto. POSITION OptIONS At the present time, based upon a limited understanding of information and data that is characterized by continuing cbange 6 refinements and minor differences between alternatives ... Council has several options, including the following: A. Express strong support for the further development and expansion of the LRT system for Santa Clara County. B. Endorse and support Light Rail Transit as the preferred mode alternative for the Tasman Corridor Study. c. Take no pcsition regarding whether a first priority ek:tension of the LRT line should 90 to Mountain View or Sunnyvale. D. Express support for the LRT extension to go to Mountain View. F. Express support for the LRT extension to go to Sunnyvale. CI!R:41&:O 1/12/90 Page 6 • • ~~ .. J,:- ~~-. , ,:,~ I 1 ! - , RJtCQMKENPATIONS staff recommends that the council: 1. Walter Cohen, Planning and Community DevelopmeDt Director: and myself, I wamt to thank you and your staff for meeting with us to discuss the ligbt ra~l line into downtown ~untain View4 The City o,f .Mountain Vie ... · believes that ligbt rail is vital to the futere of transportation ia the North County. We hope that Palo Alto will endorse the County light rail system and its eztension into Mountain View4 Tasman C~,,"ridor Study The saota Clara county Transportation Agency and the ~etcopolitan Transportation Commission initiated the Tasman Corridor Study to evalnate transit imp-rovements between the fctl1re BART Extension and the CalTrail! line. "the Study is an o·ffshoo,t of the Fremont South Bay Corrido,r Study and includes the ind'l.lstr ial area often referred to as the Golden TriaD9le~ The Study and environmental analysis are looking at four alternatives in the "tasman Corridor: 1. Light Rail Transit--Which would extend the eKistin~ santa Clara County light rajl line east to Milpitas and Sac Jose~ and west to LocK~eed and th~ C~lTr.in line in either ~ouDtain View or Sunnyvale. A ~a5or ~ion in Alternative C will be the decision to e~tend the line to the CalTtain station in Sunnyvale or to e~tend the line to the CalTrain station fA downtown ~ountain View. A series of community meetio9s ate being held to inform people abo~t the ~tions an~ solicit their input. Formal public heario9s will be held this summpr upon completion of the draft EIS document. All of this documentation and input will be forwarded to the santa Clara CountJ ~ransit District Board for action later this summe~. Preferred Alternati~e The first action of the Board viII be to co~sider the adoptioc of a ~efer~ed alternative. Should they select light cail, they will then need to select either the ~ntai~ View or the Sunnyvale optiona Bo,th )i!ountail1 Vie.., and Sunnyvale support extendin9 the line to each of our cities. Early in the p,rocess~ we 'WOrked closely toqether to enSl,lre that bo,th options were incladed. However, becaase of cost. only one Cit, can be served by this nezt step of lig-ht cai1 .. The City of Moumtaia View and MaQy others support the light rail alternative. Light rail appears to provide lonqer-ranqe, more positive solctions to cou~ty t~ansportation problems. The con nection to Cal'Train and tbe e-ztensioo of the BART line into the Milpitas area p,rovide a rail linltaqe around the southern portion of San Francisco Bay~ a true alte[n~tive to automobile commute traffic in the re3ion. It linXs yitb the ezisting Guadalupe Extensi~, providing ezcellent connections between housing and t.he big'h conc~nt'[aticn of jobs in the Golden Trian-gle. Liq'ht call cali p,rovide a posi t ive foundation for redevelopment along the line over time, providing the aiK of uses ao~ designs which ~ould fGrther enhance the qualities of ligbt rail. ~h~ Mountain View AdYantaqe The MountaiA View line runs 4.3 miles with siz st~s, servinq a larqe mizt~re of commercial, residential and industrial ases. 'The alig·n ment assures convenient pedestrian, transit and vehicular access at several points along the ~aJ. The second major advantage of the ~ntaic View alignment deals witb the simplicity of its constru.ction. 'fie pa:rticularly like the idea that the alignmeDt does not ~equi[e relocation and that there is virtllally no disruption to e.listing streets 0·[ residen tial neighborboods. ~uch of the route [~ns along a seldom-used rail spur. The Moulltaic Viev alignmellt does not require any major br idges or tonnels. Becaose o·f these factors. the cost per _lle is substantially lower than that io Sunnyvale. On the other hand. the Sonnyvale alternative runs along ezistioq streets and requires four majo~ structures. complicated under passes and bridges that stand a higber po,tential of escalatlnq costs than the relatively simple alignment ~ithin ~ountain View. Fi"ally • .Mountain View has placed a major emphasis 00 revitalization of the'downtown" makiog it a destination and logical terminus for light rail. In addition" we are studying tbe redevelopment of an area alonq the Corridor which parallels the tutere light rail line between ~ntown and Highway 85. This older miz o,f industrial uses will very li~ely become an eztension of the downtown ano the adjacent residential neighborhood and it will be designed to support the multi-modal downtown station. The Mountain View line eztends ligbt rail furthest into North County. providing more ~nvenient access to Palo Alto. Los Altos and Los Altos Hills.. Fo·r Peninsula residents usicg the CalTrain line. a transfer in Mountain View rather than Sunnyvale provides a more direct" quicker connection into the Golden ~ria~9Ie industrial area. Every effort must be made to provide alternatives to automobile traffic in the 101 corridor" which. of course. means relief for Palo Alto residents commutin9 into jobs ~ithin the Lockheed/ Golden Triangle area. Agaio, I thank you for the opportunity to discuss ligbt rail ~ith you. We hope that light rail ~an be a regional success.
