HomeMy WebLinkAbout0417.000, • ; l - July 12, 1990 THE HONORABLE CITY COUNCIL Palo Alto, California Cont;r.,gt lor Installing street Light Condllit Members of tbe council: 5 This report requests that Council award a contract: in the amount of $144 J C94.67 to Flowmole Corporation for the installation of 1,500 feet of street light conduit. In addition l staff recommends that Council authorize the City Manager or his desiqnee to execute one or more cbange orders for additional related but unforeseen wort~ The value of these change orders shall no~ exceed $15,0~O~ Funds for this project were available in the FY 89/90 Electric Fund CIP, and will be carried forward in the IT 90/91 Budget. BacJcground On December 6 .. 1984 Council approved a ten year program to systematically convert. all Kercury Vapor and Incandescent street lights in the city with the more efficient Hiqh Pressure Sodium street lightB~ To date. the city has converted app~oximately 40 percent of the street lights to High Pressure Sodium. What remains to be ~e are a number of series street light circuits with direct buried cable or deteriorate~ street light conduit, in additIon to a number Clf street lights on wood power poles~ The street light conversion program, as approved by Council in 1984. makes provisions for contracted services to install new street light conduit where no conduit exists, as well as replace eYisting deteriorated street light cond, uit and eliminate all series street light circuits in service. There are many prOblems being encountered with the 1,288 series incandescent street lights in service.. These include cost and availability of material. maintenance and operating co~ts and, most importantly. safety. It is becoa1nq more difricult and costly to locate replacement parts ~or the series street lights since, the majority of the material suppliers are qeering towards the more efficient and more widely used High Pressure Sodium lights. Palo Alto is one of the few remaininq cities in the area that has no~ eliminated CMR: 417: C) ---, ..... , • \ • , , :-~ .:? ., , , I - the series street light circuits. Maintenance and trouble shooting on series street light circuits has also become very time-consuming and expensive. Appro~imately 25 percent of the annual street light ~aintenance budget is spent in that area. some series street light circuits are not burie~ in conduit. As a result, a cable failure will require digqinq up the deteriorated piece of cable and replacinq it~ rather than pulling the piece of cable out of the conduit and pulling new cable through the conduit. Finally, series street light circuits operat.e on very high voltages of 250,0 volts as opposed to the standard 120 volts, 240 volts or 480 volts used on the multiple wire street light circuits. This increases the chance of injury that can be sustained to the operatinq personel while performing maintenance on the series street light circuits. The areas selected for this project are areas that bave had numerous street light outages and have required temporary solutions to re-light the streets and Kitchell Park. Project Description This project. involves installing street -li9ht conduit in fully developed residential or commercial areas~ using a trench less ~etbod to miniaize surface disruption and the need for surface restoration. The contractor will use a tunneling system capable of producing continuous bores up to 400 feet in length. The tunneling system will be remotely steerable 3nd will permit electronic monitoring of the tunnel depth and location to within one inch during the -trenching process. This will insure that the placement of the street light conduit meets depth and position specifications. All the material for the project will be furnished by the City. Bid Evalqation The project was sent out to -two qualified bIdders for competitive bI~. The following bid was received on June 12, 1990. QQ!!TRAC'l'QR Flowmole Corporation NlOUli'l' $144,094.61 The engineer's estimate for the total street light conduit installation project was $1150~()O'D. Although only one bid was received, staff is confident the ~ontractor can complete the work as specified. Flowmole is one CKR:U7:0 0" -" ,"-" "- ~. , . / of the few contractors who special i:z:e in usi.ng the quided be·ring' tool for installi.nq underqround COnd.lJit~ Reference checks 'With local utilities and a visit by staff to one of the projects in proqress indicate excellent results. In addition, the process is less disruptive than the open trench method and costs considerably less, since surface restoration 15 .ini~al~ Staff recoaaends avardinq the contract to Flowmo~e since their bid is within the engineer's estimate~ Recommendations staff recommends that council: 1) 2) Authorize the Mayor to execute a contract with Flowmole cor;poration in the amount of $144,094.67 for the installation of 7,500 of street light conduit; and Authorize the city Manaqer or his designee to negotiate and execute one or more ~banqe orders to tbe ~tract with Plowmole Corporation the value of which change orders sball not eKceed $15,000 Respectrul~ submitted, o<,l~UIIQ~,<- LARRY 11.
