In addition, staff r.ecomm.ends that council authorize the City Manager or his designee to negotiate and execute one or more change orders to the CODtract for additional related but unforeseen work.. The value of these Change orders sball not exceed $8,500. Funds for this project were available"in the FY 89/90 Electric Fund CIP. and will be carried forward in the FY 90/91 Budget. Bacls:qrognd The submersible switches along East Bayshore Road are installed in water filled vaults. The vater in this area has a high salt content; and even though the svitches and connectors are rated ·submersible-, this area has the highest outage/failure rate on the underground system. Placing the switches and connectors above ground will signiflcantly improve reliabilitYr decrease outages, and decrease maintenance. Project, [)escript:ion This project involves the installation of substructure required to replace six Submersible electric switches with seven above 9round switches along East Bayshore Road. This will include the installation of seven concrete ~d.. four manholes, eight guard posts and appro~i.ately 900 feet of primary conduit. A!!OOIIT '$61,JJ9.S0 The engineer's estImate tor the total substructure installation pro'ect vas $126,000. Although only one bid was received for this project 6 staff recommends awarding the contract to Lewis and Tibbitts, Inc. since their bid is less than the engineer's estimate. Lewis and Tibbitts, Inc. bas vorke~ on several projects for the City including the university Hamilton Underground District 132. Their performa.nce on this project is noteworthy of their satisfactory work. Recommendations Staff recommends that council: 1) Authoriz.e the Mayor to .xecute II contract with Lellis and TibbItts, Inc. in the amount of $67,779.5 for substructure required to replace submersible switches on East Baysbor-e Road with above qround swltches 6 and 2} Authorize the City Manaqer or his desiqnee to negotiate and execute one or more change orders to the contract with Lewis and Tibbitts# Inc. the valQ8 of which change orders shall not exceed $8,500 ..
