contract tor water Main Replacement Project Phase IV and Gas Main
Replacement on Roble Ridge
Members of the council:
This report requests that Council award a contract in the a~nt
of $540 1 560.00 to Ranger Pipeline. Incorporated. for vater main
replacements on various streets. and gas main replacement on
Roble Ridge. In addition .. staff recommends that Council
authorize the city Manager or his designee to execute one or more
change orders to the contract with Ranger pipeline, Incorporated
for additional related but unforeseen work. The value of these
change orders sball not exceed $81.000.0~. FUnds for this.
project are available in the FY 1989/90 Capital Improvement
Program budget for water and gas main replacement.
Background
As the wat~r and qas distributlon systems age, it becomes
necessary to replace the ~ains on a cyclic basis. Replacement
becomes necessary when the e~istin9 mains show extensive signs of
corrosion. are subject to re-oocurrinq b~eaks which cause
extensive maintenance expenditures, or when the ~aterials of
construction prove to be inadequate~ In very old water systems,
some mains are inadequate in size to supply required flows and
pressure for fire protection~ staff has identified the mains in
~his project as being undersized and subject to re-occurring
breaks~
Project Description
Tbe proposed project will replace 8,443 linear feet of deficient
water main and 1,570 linear feet of qas main as shown on the
attached ~ap~ Phase IV of the Water Main Replacement Project
continues a~ appro~imate 200 year replacement cycle for the
City's Water Distribution SysteD~ The Gas Main Replacement on
Roble Ridge Is the Cityts first replacement of qas mains by
contract construction~
When the Finance and Public Works Committee conducted its annual
project reviev# t~is project was not selected for further review
by the committee or participation in selecting the contractor~

projects and low bid price for the project.
Sid Evaluation
The project was sent out for competitive bid. Bids were received
from four qualified bidders on June 26, 1990. as indicated on the
attached bid summary. The bids ranged from a low of $540,~60.CO
to a high of $742 .. 10'0.00. The Enqine~r's estimate is
$539,835.CO. Staff finds the low bidder to be qualified to
perfor. the 'Work.
Funds for this project have been appropriated in the 1989/90
Water and Gas Capital Improvement Programs.

staff recommends that council:
1. Authorize the Mayor to exe~~te a contract with Ranger
pipeline" Incorporated in the amount of $540,,5-60.0'0 for the
water Main Replacement Phase IV and Gas Main Replacement ~
Roble Ridge.
2. Authorize the City Manager or his designee to negotiate and
execute one or more change orders to the contract with
Ranger Pipeline, Incorporated, the value of which change
orders shall not exceed $81,OOO.GO.
