Members of the Council:
This re~JCt recommends that council reject the bids ~~eived on
June 5, 1990# for the construction of the Hatadero Canal Trunk.
Sewer.
Discussion
Bids for the construct.ion of Matadero Canal Trunk Sewer were opened
on June 5" 1990. Although approximately 70 copies of bid docwnents
were sent ou~. only two bids were received for the work. Detrick
COrporation submitted a bid in the amount of $405~810 and Great
Plains Pipeline construction, Inc. submitted a bid in the amount
of $430,,734.82. both of which were over the engineer's estimate of
$259.GOO by 57 percent and 66 percent respectively. Attached is
the bid sWllJllary.
One of the bid items in the contract ~as the horizontal drilling
of 343 lineal feet of 12 inch main.. Horizontal drilling is
innovative technology, requiring lIiniBlal elCcavation. This method.
is ideally suited to this project as the main crosses the
electrical substation at Park Boulevard and Lambert street, two
santa Clara Valley Water Dist.rict flood control channe.ls.. the
~thern Pacific Railroad .. and Alma street. Prior to the bid .. four
drillers expressed an interest in this work. During the
advertisement perlod l however, three of the four drillers declined
to bid! for various reasons.. Only one driller.. Great. Plains
Construction. Inc •• submitted a bid. The other bidder submitted
a bid naaing Great Plains as a subcontractor.. Staff is in the

process of .odlfying tbe contract documents to allow for open cut
excavatiOh of the 12 inch .aln. This should enoouraqe more
ooDpetitive bidding. Upon completion of the project, the Santa
Clara Valley Water District will pay the City $18,875 as
compensat.ion fOT t.heir portion of the cost. of construction.
The project will be rebid in July, with the ~tract award planned
tor early August ~990~ The approxi.ate ooe month de1ay vill have
ainimal impact to the project. Based on the revised scbedule4'
construction will be completed by December 199G.
Recommendation
staff recommends that Council reject the bids received for the
construct.lon of the Matadero Canal Tru·nk. Sewer.
