This report requests that councIl award a contract in
$1 .. 6Ei2 .. 1562'~62 to Oliver De silva... Inc. for
improvement.s ~ Funds bave been appropriated in
I~provement Program for this project.
Background
the amount of
resurfacing
the Capital
As part of the FY 1989-90 and FY 1990-91 Capital Improvement
Program budgets, Council approved funds for CIP 18670 (gas tax) and
for CIP 18971 (utility user tax) to resurface streets throughout
Palo Alto. In a~ition .. staff has filed an application for state
Local Transportation DemonstratIon program funding under Senate
Bill 300 in order to be eligible for as much as $650,GO'1) in a
matching grant. ..
Pi§cu§sion of the Qonstructipn Contract
Bids ~ere received from six qualified contractors as shown on the
a~tached summary (Attachment A). Staff recommends that the bid of
$1.662f662~62 (which~inclodes the base bid plus-add alternates 1
through 15). submitted by Oliver De Silva, Inc., be determined by
Council to be tbe lowest responsible bid and that the contract be
awarded aocor~ingly. Thi~ bId is 8 percent below the engineer's
estimate of $1,809,250. The add alternates cover the resurfacing
cf additional streets.
The BCO{>Q of 'Work for the constructio-n contract includes
resurfacing approximately 12 miles of City streets as listed on
AttaChment S.. Major arterial streets being resurfaced are
University A~enue between Middlefield Road and Maple Street:
Embarcadero Road in the Vicinity of the Hiqhway 101 overpass: and
Middlefield Road rrom Embarcadero Road to North California Avenue
and from Colorado Avenue to Xatadero Creek. Several streets in the
Barron park area viiI :be resurfaced" and a drainage problem on
Embarcadero Road near East Baysbore Frontage Road will be repaired.
construction is scheduled to :beqln in aid-July and be completed
approximately mid-November 1990.

To ensure that the proje~t is veIl pUblicized, door hanger notices
will be hand del ivered by the contractor to affected businesses and
residents 14 days in advance of a street resurfacing. As an
additional reminder, notices will be hand delivered and -no parkinq
tow-away· signs will be posted on the street 24 hours before the
start of work. In order to qive motorists advance notice, special
informational construction signs will be posted seven days prIor to
the closure of the Embarcardero Road overcrossinq at Hi~way 101.
Middlefield Road and U.niversity Aven·ue will remain op-en at all
t.l.es during construct.ion" althouqh IIO-torists will experience some
delays.. All affecteCi City departllents will be notified4' and
outside agencies impacted by the projects, inclUding school
di5tricts. Palo Alto Sanitation Company, Santa Clara County
~ransit. and Sam Trans, will be kept informed.
Sever .. l .8asures will be taken to ensure that the project is
constructed in a .at"e Ilanner. Emergency phone numbers will be
given to the communications Division4' Fire and Police oepart~ents,
and contractor flagpersons and City t.raffic safety officers will be
used to regulate the flow of traffic. In addition. the city will

Staff recommends that Council:
1. Approve and authorize the Mayor to execute the attached
construction contract, including' all add alternates, 'With
Oliver De Silva, Inc. in the amount of $1,66~,662.62 for the
1990 st~eet Resurfacing Project.
2. Authorize the City Manager or his desiqnee to negotiate and
execute one or more chanqe orders to the construction contract
with Oliver De Silva~ Inc., the value of all of which change
orders shall not exceed $249,000.
