Professional Services of Health Resource Coordinator -Contract

Members of the Council:
The Police Department bas contracted for professional services to
provide for'. stress manaqement program since 1981. This report
recommends renewal of the Health Resource Coordinator contract~
Background
The Healtb Resource coordinator ... approved by Council in April
1981 ... as ~rt of the stress management program, h~s been success
ful in working with police personnel to identify and minimize the
orqanlzational sources of stress~ Since the program was imple
mented, only four officers have filed stress-related disability
clai.s; ten claims were filed in the two years preceding the
proqrall. Sufficient funding for the proc;rall l no,t to exceed
$~5.000. Is included in the 1~90-91 Police Department budget.
Contractor
Ellen ~irson.anl the current Health Resource coordinator, was
selecte~ in June 1983. after competing in an extensive assessment
process. Her background includes 20 years of experience as a
psyChotherapist with an emphasis on law enforcement officers and
their families. She is a licensed psychologist and is nationally
recognized as an expert on organiEat~onal behavior. Dr.
Xirschman's continuation in the program is recommended ba&ed upon
ber seven years of satisfactory performance with the police
Departllent.
The Health Resource Coordinator assists in ~flict resolution
between individuals and groupsl identifies sources of organi
zational st.ress and consults with 'Work units and indlvid'ual
.anagers to resolve issues. Dr. Iirschman suggests ways of
.ini.la1ng orqanlzational cha»ge by m~itorinq manaqement deci
sions. she aaslsts in the training of manaqers* supervisors and
field training offi~ers in areas including oommunications l
prOblea solving and conflict resolution. Dr. Xirschman also
educate. police personnel in stress reductionfhealth enhancement
techniques.

Recogendotion
staff reco .. ends that the Council auChorize the Mayor to execute
an amendaent to the agreement with Or. Kirschman to provide
professional services as Health Resource Coordinator. Funds. r~t
to exceed $35,000 tor this contract l are included in the Police
Department's 19'90-91 budget.

THIS AMENDMENT to Contract No. 4424 is made and entered

WHEREAS,. Contract No. 4424 was p,reviously entered into
between CITY and CONTRACTOR on June 304' 1985 1 for the provision of
the Palo ~to Police Department's stress management program; and
WHEREAS, the parties may agree to ame~ said Agreement
from time to time:
NOW~ THEREFORE 4' in conside~ation of their mutual
covenants,. the parties hereto agree as follows:

304' 19'91 shall not. exceed Thirty-Five Thousand Dollars ($354'O<J'O).
The total compensation onder this Agreement~ including that
authorized by this amendment .. is One Hundred Ninety-Nine Thousand
