Funds are available in tbe FY 1989-90 Refuse Fund operating budget. Background In April 1989" council approved an agreement with the Hark Group Engineers and Geologists for the design a1i.d construction of a Landfill Leachat.e Collection System required by the California Regional Water Quality Control Board (R~gional Board)~ In CMR:212:9 dated April 6, 1989.. staff stated that the authorized funds sight not be sufficient to complete the system and staff would return to council for additional funding, if necessary~ Discussion Construction of the system was sched·uled fo·r February 1989" but due to Regional Board delays, tbe project -did not beg-iil. ~ntil July 1989. As design" construction and testing of the system progressed" seve~al factors dictated specific design changes that have resulted in additional costs of $80,,600. These include: (1) use of pneumatic air lift pumps rather than electrical submersible centrifugal pumps due to the excessive heat o~ the refuse; (2) need for additional drillinq depth for extraction wells; and (3) need f~r additional lengtb of leachate discharge piping and co~pressed air lines due to the modification of the leachate ext~action well array. The original estimate for construction" budgeted in CIP 45790 ... lias $386,30<0; the final cost for completion is $466 .. 900. The requested funding-of $80,60'0 is available in the current Refuse Fund operating budget* as FY 1989-90 funds tor ongoing leachate monitoring programs vill not be expended this year due to the delay imposed by the Regional Board for the review and approval of the leachate collection syst.em prior to implementation. Staff proposes to use $80 .. 60,0 of the $120.,(I{lO budgeted in the F"i 1989-90 Refuse -1- CMR:J66: 0 , I, I i , i i I t I j I t·· • I " ·r~, '. , .:..~, , o o FUnd Budget tor leachate monitoring to continue and complete the syst.em. All authorized funds have been expend.ed. and the proje-ct is tempora't'ily stopped pending approval of the att.ached Bu~et Amendment Ordinance. As the system construction is in the thlrd and: tinal phase .. no additional funds should be required to cOD'lpletoe tbis project. Recommendations staff recommends that. council: 1.. Approve the attached Budget Amendment ordinance in the amount of $80,600 for the consultant agreement with the Mark Group Engineers and Geologist.s.. Inc.. for the c-ontinuf!ltion and completion of the landfill leachate Collection system CIP 4S'9~. 2~ Increase the City Manager's or his desiqnee's authority to negotiate and execute one or more change orders t.o Contract No. CS7658 with the Mark~roup Engineers and Geologists, Inc. the value of all of Which change orders shall not exceed $80",60(). This represents an ii1<:.rease in st.afffs authority from $50,000 to $130,600 for all change orders. Respectfully submitted, --&~hz£ )UCHAEL H.
