Bressler Property Trade
Members of the council:
You will recall that you directed me to enter into discussions with
Jacqueline Bressler reqardinq a possible trade of some amount of
city property for her Arastradero Road property~ You also
instructed me to report my progress at the June Policy 5: Procedures
committee meeting and to give you my opinion on the prospect for a
successful trade~
To date, I have had two direct communications with Xs. Bressler.
The first is a letter (copy attached) to which Ms. Bressler did not
respond. The second vas a tWo-hour meetir.q with Ms. Bressler and
an associate ... following which Ms. Bressler was to confirm our dis
cussion in writlnq~ To date she h~s not done so.
I have been unsuccessful in Obtaining from Ms. Bressler a statement
of her proposal for a possible trade~ A zeetinq with Ms. Bressler
and her attorney has been sched-uled for the week of June 18. I
will report to you following that meeting.

As you know, the City Council has given staff three months
to look into the possibility cf an exchange of property
with you. We have already used approximately one month of
that time. I am planning to repor~ to the Policy and
Procedures Committee (as instructed by Council) at their
meetin~ of June 19# 1990.
I would like to comme.r;ce <Uscussions with you at tLe
earliest possible date. TO that end I a~ prepared to make
the follo~in9 opening proposal:
Each party obtain a?praisals on beth the
properties in question and the excbange
be made on a dollar for dollar valDe basis.
If this arrangement is sat.isfactory., I propose to irlstruct
Mr. Fellman to proceed quickly. Flease contact me as soon
as possible with your reaction an~/or counter proposal to
this offer.
