This report "transmits the 1990-92 Two-Year Budget to the City
council for approval of the first year's budget and appropriation
ordinance... and approval in ooncep~ of the second year spending
plan .. AttaChed are the following resolt.1tions and budget ordinance:
Annual Budget Ordinance with the Proposed Budget as Exhibit A,
tbe. Amendments to the proposed Budget and an updated Fl.md
Summary incorporating all changes from the amendments as
Exhibit 8 6 and the Municipal Fee SChedule as Exhibit c
Resolution Amending the Compensation Plan for Management and
confidential Personnel and Council-Appointed Officers to
a~mmodate new classifications and job title changes

The Finance and Public Works Committee's recommended changes are
summarized below:
o Approved the Capital Improvement Program with two
changes:

Deleted the Hunicipal Service Center site Improve
ments project runding for 1991-92 ($)70,OOO) due to
concerns about a possible conflict with the City's
goals ot traffic demand management.
Red,uced the Arastradero Lake Dam proj ect in 199 a -91
from $60~OOO to $30,000, which will allo~ testing,
soil borings and a dam stability analysis with cost
estimates and a final report.

Proposed 1991-92 Budget and 1991-92 Capital Improvement program~
alonq with the changes detailed in the Amendments to the proposed
Budget and the MuniCipal Fee Schedule_ Approval of the rate and
fee resolutions and amendments to the appropriate compensation
plans is also requested~ along with the 1990-91 Investment Policy.
The Council may. a£ter holding the public hearing on the budget~
remove specific items for discussion at the discretion of the
members of the Council and propose amendments to the main motion
for adopt.ion ..

ORDDIANCE OF THE COQNCIL OF THE CUll OF PALO ALTO
ADOPTING THE TWO YEAR BUDGET FOR FISCAL YEARS 19.0-91 AND 1991-92
WHEREAS~ pursuant to the provisions of Section 69 of Article
IV of the Charter of tbe City of Palo Alto~ the City Manager has
prepared and submitted to the city Council. by letter of trans
mittal~ a two year bUdget proposal ror fiscal years 1990-91 and
1991-92; and
WHEREAS, pursuant to the provisions of Section 12 of Article
III of said Charter, the Council did" on JUne 18, 1990, hold a
public hearinq on said budget after publication of notice;
NOW, THEREFORE ... the Council of tile City of Palo Alto does
ORDAIN as follows:
SEC'l'ION L Pursuant to Chapter 2.28 of the Palo Alto
Municipal Code" the proposed Budget submitted prior to or about May
8" 1990, by the city Manager for fiscal year 19~O-91 and spending
plan for 1991-92~ copies of which are on file in the Office of the
City Clerk (referred to berein as -Exhibit A-and by sucb reference
made a part hereof), together with the amendments to the text and
tables of the proposed 1990-91 Budget and 19~1-92 spending plan
(referred to herein as -Exhibit B-and by such reference made a
part hereof) ~ and revisions to the Municipal Fee Sched·ule (referred:
to herein as Exhibit C and by such reference made a part hereof)~
all of which Exhibits are collectively referred to as -the budget-.
are hereby approved and adopted.
SECTION 2. The sums set forth in said 1990-91 budget for the
various departments of the city. as herein amended. are hereby
appropriated to the uses and ~rposes set forth herein.
SECTION l.. All expenditures Ilade on behalf of the City.
directly or through any agency, except those required to be made
by state law z shall be made in accordance with the authorization
contained in this ordinance and said budget as herein amended.
SECTION .f. Appropriatio-ns of the 1989-90 fiscal year that are
encumbered by approved purcbase orders and contracts for 'Which
goods or services have not been received or contract completed by
the last day of riscal year 1989-90 shall be carried forward and
added to the fund. departmentz program. and object appropriations
of fiscal year 1990-91.
SECTION 5. The City Manager is autho·rized and directed to
make cbanges in the department and fund totals and summary pages
of said 1990-91 budget necessary to reflect the amendments

SECTION §~ The Council of the city of Palo Alto hereby 1inds
that the total annual appropriations (subject to limitaUc>n) of the
1990-91 budget do not ~xceed the City of Palo Alto·s approp~1ation
Ii.it as established by California constItution Article 138.
SECTION 1. The Council of the city of Palo Alto hereby finds
that the enactment of this ordinance is not a project under the
california Environmental Quality Act and, t.herefore., no environmen
tal impact assessment is necessary.
SECTION 8. As provided in subsection (3) of section 2.04.375
of the palo Alto Municipal Code... this ordinance shall become
effective-u'pon adoption ..

ered fees tor the City of Palo Alto Hunicipal Golf Course:
NOW, THEREFORE. the Council of t.he City of Palo Alto does

Alto Municipal Code.. Schedule E-l (Domestic Electric service),
Schedule E-2 (Commercial Electric Service), E-4 (street and Highway
Lighting) and £-6 (Unmetered Electric service) of the Palo Alto
Utilities Rates and Charges is bereby amended to read as shown on
Sheets E-l-1, E-2-1, E-2-3, E-4-1, E-4-2, £-6-1, and £-6-2,
attached hereto and incorporate~ berein:
SECTION ?~ This Council finds that the. revenue derived
from the authorized adjustments of electric rates by the City
M~naser shall be useQ only for the purposes set forth in the Palo
Alto City Cbarter, Article VII, sectio-n 2. entitled ·Public
Utilities Revenue.· The adoption of this Resolution is. therefore l
specifically exe.tnpt.ed under the Public Resources Code section
2l080(b)(8) from the requirements of CEQA.

from the authorized adjustments of said rates by the City Manager
