The program offers trips to unrestricted destinatIons within a local service area (Mountain View to Redwood City) and to other medical, legal. and social service agencies In Santa Clara county on a special-needs basis~ By the end of FY 1989-90 it is projected that the program will have provided 21,100 trips at an average cost of $7.44 per passenger. A proposed program budget of $166 .. 400 has been approved by the Santa Clara county Paratransit Coordinating Council and the Grant Review and Allocations Committee of the Metropolitan 'l'ransportation Commission. The program will be fully funded 'With $138,26D in Transportation Development Act (TDA) Article 4.5 funds, $28,140 frOD Project MObility ticket sales and in-kind services provided by the Palo Alto Senior Center. 'l'he amount of funding budgeted for contract services is $140~~65, which will permit the City to offer approximately 21 .. 300 passenger trips in FY 1990-91. An additional $26,135 is budgeted for City administration and for Senior Center in-kind services. currently.. Project Mobility transportation is provided under contract with Bay Area Cab Lease., Inc., for the taxicab service and by st. Clair Transportation for the wheelcbair accessible van service. TWo proposals were received: t;)y the May 31# 1990 deadline .. one for t.axicab and one for Wheelchair accessible van .8rvices~ The. details cf the two proposals are contained in Attachment 1, Bid S .... ary Sheet. Taxicab Service Bay Area Cab Lease. Inc., {BACL} was tbe sole bidd.r for taxicab service. BACL ofiered to provide service at meter rates of $1.6~ per flag drop (including the first one-seventh of a lIile). and $1.60 per added .ile (at $ .20 per one-eiqhth of a mile). The rates bid by BACL coincide with a proposed increase in rates for the qeneral public. The company has qiven lO-day notice to the Chiet-ot-Police~ as requir~4 in tbe Municipal Code Ta~icab ordinance, that the new rates will take effect on July 1. BACL's existing rates of ~1.40 flag drop and $1.40 per mile have been in effect since 19S6~ The new rates represent a IS percent increase in costs to the program. However, BAeL's rates over the past year have been lower than rates charged in other communities. 'M.et.~r rat.e.s. in Sunnyvale are $l.~Q per f1&9 drop and $l.~O per mile, and the same meter rates in San Jose ~ere recently raised to $1.80 per rlag drop and $1.80 per mile. BACL is a Xen10 Park based company that operates as Checker Yello~ Cab and Menlo Park Cab Company in Palo Alto. The company is authorized to operate a total ~f )1 vehicles in Palo Alto~ per the terms specified in the certificates of Public Convenience and lIecessity issued to both the CheCKer Yellow and Menlo Park Cab companies~ BACL indicates in their bid that they bave Bn average of 21 cabs on the road each weekday that would be available for Project Mobility trips. BACL has been providi~ Project Mobility taxIcab service since 1985. The company has maintained responsive" and reliable service over the past fou~ years~ staff recommends that the contract for Project Mobility taxicab services be a~ardecJ to Bay Area Cab Lease.. Inc. Copies of the contract and BACL's proposal are attached. Wheelchair AQGBssible Van Service The sole bIdder for wheelchair accessible van service was St. Clair Tra.nsportation~ Inc. St. Clair proposes An increase in basic rates trom $18 .. 00 to $2.0.00 fer wbeelchair passenger t.rips 'Up to a distance of ten lIIiles, plus $1.50 for eacb additIonal mile thereafter, and $1.000 for ambulatory passengers.. St .. Clair has raised the rates for Project Mobility trips in each of the past 0IR:360:0 L E/14/90 Page 2 • \ \. ; I , , . r l I , i i.- t , l r -1 .. , , tbree years. Tbe base rate in 1987 was $15.00 per passenger trip~ and $1.00 per additional .lle after _lG .lles. The rate was raised to $i1i.GO in 19a8, $18.GO in 1989, and to $20.00 with this bid. While staff ta concerned about the rising cost ot weelchair accessible van service and the lack of other competitive bids,. staff also recognizes that. St.. Clair provides a unique and. specialized servIce that requires trained personnel and customited equipment and vehicles. The new rates are co~parable to ra~es t.hat St. Clair charges other paratransit aqencies in the area, including Vantrans-Com:munity Services Agency of Mountain View., the. City of Sunnjr-vale, and outreacb and Escort, Inc., of san Jose. The standard rate for Wheelchair van service offere~ to the general public by ambulance companies in the area is more than twice as hiqh. st. Clair has eleven vehicles available during the week, and up to tour vehicles on weekends, to service non-ambulatory riders in Palo Alto. During the past year. st~ Clair has provided responsive, reliable service to project Mobility clients. St~ Clair is currently being purchased by 911 Emergency Services, Inc •• (W911-) of Modesto~ 911 will be operating the van service in the name of St. Clair Ambulance pursuant to the proposal subDitted by St. Clair~ and no changes in service are expected (see Attachment 2). staff recommends that. a contract be awarded to 911 ElIlergency Services. Inc., dba St~ Clair Ambulance. for wheelchair accessible van services. Copies of the contract and st~ Clair's proposal are at.tached~ PROPOSEP CKANGE IN PROJECT )JQ.BILIT~ ENRQLUJENT CHITERIA Palo Alto is a member of the Santa Clara County Para trans it Coordinatinq Cou,ncil {Pee). the body establisbed by the Board of Supervisors to promote and monitor the coordination of" pa-ratransit services in the county. During the past year, the pee has developed quidelines and policies to help assure that disabled individuals receive equitable services, regardless of where they live in the County. In January the POe adopted a position that programs funded with State TDA qrant monies should not consider ·~ge· when evaluating a. disabled person's eligibility for paratransit services.. The objective of the new POe policy is to make para transit services available to All mobility impaired persons. including minors~ vho qualify for service based on their physical or mental disability and lack of other transportation a~ternatives. Eacb paratransit program bas been asked to comply with these neW' quidelines by July 1, 1990. CHR:360:0 . , 6/14/90 Page) • \ , -. , .§ i , ! r I 1 \ .\ -\ \ \ ~ \. Sunnyvale vill open its service to minors beginning July 1. A telephone survey of ten TDA funded paratransit programs in Ala.eda~ santa Clara and San Mateo counties was conducted earlier this month. As noted below, most of the programs enroll disabled ebilc!ren. Prpgra:mli thAt, Senre All pisabled (Including Minor!?); OUtreacb • Escort (Santa Clar~# San Jose. Campbell. C~pertlno. All of the programs surveyed report very low enrollm.ent of disabled youths~ The main transportation needs of disabled students are met by State.-mandated transporte:tio-n provided by local school districts and counties.. Paratransit services supplement these community resources, typically by providing medical or recreat.ional trips during parents' working hours, or in situatiGns where the parents and the minor ara both disabled .. Staff belIeves that. the Project Mobility program can and should comply with the POers request to extend enrollment to all disabled residents, including mInors wbo would otherwise meet the program's eligibility criteria. Based on the experience of other communities, the cbange in enrollment policy can be accomplished without noticeable impact on administrative or operat.ing costs. The number of disabled minors to enroll in the program is projected t.o be a small percentage of the curre.nt adult enrollment of .90'0 indivic:luals~ The City Attorney's Office has reviewed this proposal and does not foresee any legal problems that Yould outweigh the benefits of serving this neglected segment of our disabled popu latiO<l • Staff will proceed with the necessary steps to open enrollment to all eligible disabled, reqardless of aqe, as of July 1, unless directed otherwise by the City Council~ CMIU360:0 , ........ 6/14/90 Page 4 • \ " I f ' . • , , l , , .
