June 21, 1990 THE HONORABLE CITY COUNCIL Palo Alto, California Hazardous Waste pisposal program --Award of Contr~ct Members of the Council: This report recommends that council award a contract to Safety Speciali~ts: .. Inc .. in an amount not to exceed $.260.4'0'0'0 for program implementation and disposal of city-qenerated and bousehcld hazardous waste during F¥ 1990-91. BaekgrQUnd The Household Hazardous Waste Program began in the fall of 1983. The program has seen increased participatIon in removing household bazar~us wastes from the waste~ater. storm drain and refuse waste streams through appropriat.e recycling: and disposal. The City also implemented a separat.e hazardous waste disposal program for city qenerated waste in IT 1988-89.. Because both programs require contract services of a very similar nature, the scope of services has heen combined under a single contract. This approach allows for more e.tfective use of staft time in contract administration and planninq. Piscussion An add alternate was included in the request for bids to implement a ~thly Household Hazardous Waste Program, and staff recorr~ends that it be awarded. A monthly program ~ill provide better service to the residents of Palo Alto. It also viII support the Regional Wate.r Quality Control Plant and storm Drainage Otility in their efforts to reduce pollutant loa-dings to the Bay .. as there should be tewer incidents of hazardous waste dumping into sinks. toilets~ storm drains, and garbage. Rousehold hazardous waste ElanageIllent is becoming increasingly importal'lt from a regulatory standpoint. Assembly Bill 939 mandates the. lIIanagement of household. hazardous wastes to prevent disposal in the soli~ waste stream~ and Regional Water ~ality Control Board permits mandate waste minimization. -1- CMR:3SS:0 • \ f > I "," I I ;-.- , ~J r·····"· .• ! . I I 1 , 1 - o o 8ids were received from three qualified contractors as shown on the attachecS SWlU:llary. One bid 'Was elh!llnated from consideration due to excessive costs relative to the services to !:Ie provided. The apparent low bidder has unresolved hazardous waste violations with the CalifornIa Depa~tment of Health Services, ~hich may jeopardize the company's ability t.o provide 5ervices d,urin9 the COI.Jr5e of the contract. Staff recommends that the bid submitted by Safety Specialists, Inc., be detensined hy Council to be the loyest re5~sible bid and that the contract, Including the add alternate, be awarded accordingly_ Because this contract Is based on York to be performed and volume of materials to be raceived" it is impossible to predict exact costs. Staff bas analyzed past records of participation and materials received~ and recommends that the contract for FY 1990-91 be awarded for an amount net to exceed $260,000. Bo~ever~ staff is not ~fident that budgeted funds Yill last the entire fiscal year. The Household Hazardous Waste Program will have an event on July 28, 1990. The monthly program vill begin in September, and vil! continue until funds are expended. If additional funds are required, staff will return to council for approval of a Budget Amendlllent Ordinance and contraot amendment to complete the FY 1990-91 proqram. At that time. Council will have the option to continue with a monthly program or revert back to quarterly. The contract provides for a one-year contract with the option of extending the contract two additional years. Staff will evaluate the proqram costs and will determine whether to exercise the option or to re-b1d the contract for FY 1991-92. The experience qalned during the moathly events held from September on will provide valuable intol'1llation in planning and implementation of future monthly events. This may facilitate more competitive bickU.nq next fiscal year. Staff viII provIde council with a status report on monthly Program participation after this experience is q.ined. Recommendations staff recommends that Council approve and auth¢rize the Mayor to execute the attached contract, including the add alternate vith Safety Specialf.sts, Inc. in an &l':'IOUnt not to exceed $26tl,QOO tor the city of Palo Alto Hazardous waste Oisposal Program.
