Public Hearings Assessments for Universitt-Avenue Area and
Cal ifornia Avenue Ar~!! ______ ~_arking Bonds -Plan G: FY 1990-91
Me~bers of the Council!
Each year a public hearing: is held on the assessments tor the
parking bonds for the university Avenue Area and Cali"fornia Avenue
Area... as requir",d under Section 13.16.1S0 of the Palo Alto
Municipal Code (see Exhibits A and B). This report describes the
assessment setting procedures and recommends that -Council adopt the
appropri~ce resolutions.
Parking: bonds issued under Bond Plan -G-(Section 13. 16.l50. Palo
Alto Municipal Code) require that a public hearing be held annually
(the second Monday in June) on the assessments which must be levied
to pay principal and interest on the ~~s.
The purpose of the public hearing is to allow each property owner
the QPPOrtunity to question the computation of bis/her assessment
and the elements which comprise it. that is. the square footage of
each occupied building, the off-street parking requirements for the
usage. and the off-street parlring: provided. Assessments are levied
on the basis of huilding square footage, with a credit qiven for
the off-street parking provided by the property owner.
An addenduJI is attacbed 'Which lists changes ]!'lade to the assessment
rolls since the estimated assessments were sent to property owners
within the districts on ~y 15 (Exhibit ~). The addendum modifies
assessments due to changes in criteria (square footage, vacancy,
etc.) brought to staff's attention since that time.

It may be necessary to have a second addendum available at the
council meetinq which reflects changes brought to staff's attention
over the last tour days. The public bearIng for one or both of the
assessment districts will have to be continued, if last minute
information is received by staff which cannot be verified and
included in the amer.ded rolls.
Discussion of Assessments
Council action is required to levy assessments for six active
parking projects for the payment of principal and interest on bonds
issued pursuant to the attaChed resolutions.

The public parkIn9 project at 25·0 University Avenue is included in
this year's as~essments for the first ti&e since bonds were sold
for its acquisition on December 21, 1989. This project and the Lot
3 refunding replace the former Lot J (Project 82-33) assessment.
The actual acquisition of the 250 University parking level is
expected to occur in August 1990 ~hen the structure is completed
and ready .for use. Additional details about the G-bond Cap] tal
Improvement Projects can be found in Exnibit D in the Appendix.
