HomeMy WebLinkAbout0352.000'. June 7. 1990 THE HONORABLE Clr~ COUNCIL Palo Alto. CaliforDia Regional Water Quality control Plant pischarge Monitoring Consultant selection Attention: Finance and Public Works committee Members o£ the council~ This report recommends that the Finance and Public Works COm1l!ittee (F~PWJ approve the selection of Woodward-Clyde Consultants as the consultant to conduct the monitoring of San Francisco Bay adjacent to the Regional water Quality control Plant (RWQCPj for FY 90-91~ Because it is essential to 8vard this aqreement in early July in order to meet 2landated time constraints, staff is requesting ,p';gproval of consultant selection at this time. Background This project is mandated by the Regional Water Quality Control Board (Reqional Board) and must be performed in concert with the cities of San Jose and Sunn}~ale. The purpose of the project is to ~onitor heavy metals and other toxic pollutants in San Francisco Bay near the RWQCP dis..charge outlet.. The monitoring is required under the discharge permit issued to the City by the Regional Board. Costs for FY 90-91 are estimated at $650,0'0'0, and have been inclUded in next year's budget for Council revie·. and approval.. The. high cost is due to the Regional Board requirements. which inclooe larqe numbers of water and sediment samples and ·ultra clean-procedures (similar to those used in the electror'lics industry) to detect trace pollutants. As described. in a May 3, 19"90 report (CMR: 278.0), the timinq of the monitoring is extremely critical.. In the earlier CMR, staff indicated that the monitoring must begin in Aug,ust.. Subsequently., SUnnyvale and San Jose determined that they must begin in early July because of t.idal conditions needed to complete the summer sampling on time. Palo Alto also ~ust begin the monitoring in early July to ensure data comparability. If Y'PW approves the recommended consultant selection, staff will negotiate an agreement and return for council approval on June 25. 1990. This schedule is needed to allow the sampling to begin in early July. -1- CMR:352:0 ~::>----- -•. ·.1.'1.··. The .aqnitude of the proje~t and the need for ·ultra clean-s~mpling and laboratory procedures significantly liDited the nUlIlber of firllls able to perform the work~ The fact that Sunnyvale and San Jcs~ liust perfot"1l simultaneous. studies further limits the field of available consultants. Woodward-Clyde consultants perforzed the same salllplinq and analysis project for Palo Alto during the preceeding fiscal year ... and per~ormed well~ Their proposal vas revieved thoroughly by staft~ and an interview with their principals was held. The reviev and interview found Wood'W3.rd-Clyde Consultants to be tully qualified to pertor. the project in accordance with the cits's requireroents. Recommendation staff recommends that the Finance. and Public works committee approve the selection of Woodward-Clyde consultants as the consultant to conduct the .FY 90-511 monitoring of Scon Francisco Bay adjacent to the Regional water QualIty Control Plant discbarge~ Respectfully submitted ..
