THE HONORABLE CITY ~~CIL
Palo Alto, california
Consultant services for 'l'A~.g.~;t .. j:"nergy storage Monitoring Project
Members of Council:
This report recommends that Council authorize an agreement with
California Micro Utility. Inc .. (oro) in the amount of $41 .. 10'0" to
provide specialIzed consulting services for the expansion of the
Thermal Enerqy Storaqe (TES} Monitoring project.. Council is also
requested to authorize $4,110 for change orders to cover
additional costs if necessary.
Although funds were approved in the 1989-90 budget, this project
was inadvertently left off the list of projects submitted to the
Finance and PUblic Works (F'PW) Committ.ee (CHR:312:9) for
deter.in~tion o~ committee interest in consultant selection
approval. 'lihis project is being submitted directly to City
council for approval for the folloving reasons:
1.. Cost of Project: Cost red·uctio..'1 is contingent upon
approval date. F*PW revie~ would delay Council
approval and. s·.lbsequently. start of the project until
late July. This ~ould cause staff to miss ~he window
of opportunity in the design phase for at least one
customer and add approx-imately $~. 00,0 to the installed
cost ..
2. Type of Project~ The p.roject is staightf"onrard. It
is an expansion of an existing council-approved
project. It will connect five new customer sites to a
monitoring system that presently collects data for two
customer sites.

Background
o
Consultant [or Project. Consultant selection is
uncontested. ~he same consultant is reoorn~ended for
tbe expansion that designed t~e existing system~ The
consultant is ~ell ~alified and will perform the ~ork
at a reasonable cost.
On December 11 .. 198"1 Cou·ncil, authorized: (CMR:564:7) an agreement
with CMU to design and supervise the installation of a custo~ized
TES monitoring system at tyO of Palo Alto Utilities' customer
sites. CMU was selected as the proj~~t manager because of its
unique experience vith TES monitoring~ The system has
successfully collected customer data since September 1988. The
final deliverables of the initial project ~ere completed April
18.. 1990~
The Objective of this current project is to expand the monitoring
systen to include the five new TES systems installed since the
start of the monitoring project. The expanded syste~ would
p~ovide the Otilities Department with valuable electric load
research data. The air conditioning loads measured by the TES
monitoring systea are a representative sample of the significant
load Which drives the City's electric demand peak. The
comprehensive data profile yould be used in electric load
forecasting. Monitoring the new TES systems also ~ould determine
~etber the customer's systeD performs for the five years
required by the PARTNERS TES installation agreement. The data
can also be used to verify the accuracy of Time of Day demand
billinq for TES customers as provided in the Utilities' E-2 rate
schedule. Tbe data ~ould also be used tor evaluation of the
PARTNERS electric incentive program.
To accomplish Palo Alto's objective in this project~ it is
necessary to hire an experienced ~sultant familiar ~ith TES
~onitorin9 systeD desiqn. CMU has comprebensive kno~ledge in TES
monitoring and bas designed 15 sites for Pacific Gas and
Electric. CMU bas previous experience vith Palo Alto's custom
monitoring system and would provide the City with a compatible
expansion to the original project for a reasonable cost. The
oonsultantls work is specified in the attached proposal. The
work for each of the five sites includes: ,'l.ssessmcnt of site
feasibility, productIon of design specifications. project

feasible sites into the system software and modification of the
user's aanual .
CMUls quote of $47.10G is reasonable for the scope of ~ork
requested. Funds are budgeted in the fiscal year 1989-1990
operating budget~ Hardware requirements will be deterained
subsequent to the consultant's design work and will be funded
from fiscal year 1990-1~91 funds.

Autbori~e the Mayor to e~ecute tbe attacbed aqreement
with California Micro utility. Inc. in the amount of
$41 .. 100 to p·rovide specialized consulting services for
the expansion of the TES monitoring project~
Authorize staff to execute change orders in an amount
not ~o exceed $4,110.

ii. Verify preliminary data and coDed additxmal data with several
site visits.
iii. Determine if essential loads are measurable.
iv. Examine space constraints and location factors.
v. Determine ~('cess constraints including telephone lines and
security.
h. Site Evaluation
i. Write l'pporl descnoing reasons for any non-feasible sites.
