'I'A§KAN CORRlOOR STUDY -LIGHT RAIL EXTENSIONS Members of the council: o The purpose or this staff report is to forward the attached information concerning the qeneral topic or the Tasman Corridor Alternatives Analysis Study, and the more specific topic of the extension of the Liqht Rail Transit {LRT) System to Mountain View <I,r Sunnyvale.. Representatives from Mountain View and Sunnyvale will each make presentations at the Council meeting in support of desiq'nating the extension of the LRT System to serve their city as the first priority~ council Day decide to express their support for eit.her of the two cities, or they may choose not to become involved in this particular Issue .. BAC]{GROUND The santa Clara county Transportation Agency and the Metropolitan Transportation Commission are conducting the 'l:d.sman Corridor Study to evaluate potential transit improvements~ The Tasman Corridor runs 12 miles east to west along Tasman Drive, parallel to Highway 2)1 in northern Santa Clara County--passinq through northeast san Jose, Milpitas, Sunnyvale, and Mountain View. CUrrently" a Draft Alternatives Analysis and Draft E.nvironmental Impact statement bave been prepared and are being reviewed, both locally and by the Urban Mass Transpor~ation Administration (U.S. Department of Transportation). From a broad range of alternatives considered in previous studies, this current effort has focused on the following four major alternatives: 1. No Build Alternative -Examines conditicns in 2005 if only the programmed capital improvements are built and transit service reflects current five year plan~ 2. Transportation System Mana-gement tTSM) Altern~J:.ive -Examines conditions in 2005 if transit services are expanded to meet future demand with express buses on proposed high-occupancy vehicle (BOV) facilities, and proposed improvements from the Transportatioa 2000 Plan. Express BUS/ROV Alternat.ive -Exa.mines conC_itions. in 2o-~S if transit service is expanded to meet demand and express buses are operated on BOV facilities, which include freeway-to freeway HOV connector ramps at selected interchanges. 4. Light Rail Transit (LRt) Alternatives -Eive suh-alternatives which examine conditions in 200; it ~ransit s~rvice is expanded to meet demand and light rail transit is operated at lea~t from Hilpitas to Loc~eed, and at most from E~st San Jose to Mountain View/Sunnyvale. The five Light Rail Transit sub-al ternatives ... each of 'Which extends ~he Guanalupe Corridor LR? at North First Street and Tasman Drive, are identified as follows: 4A. Milpitas (Capitolj'Main Station) to Lockheed. 4B. Milpitas (Capitoljllain Station) to OO!JDtown Mountain View~ 4C. Hilpitas {capitoljXain station} to downtown Sunnyvale. 4D. CapitoljHostetter to do'Wntown Mountain View. H. cap i tol/Bost_et.t.er to OO-"'71tovn Sunnyvale. CURRENT SITUATION The matter before the Council, at this time, concerns the issue of Whether the first priority for the extension of the existIng LRT system should be to serve downtown MOuntain Viev (LRT Alternative 4B-or 40), or downtown Sunnyvale (LRT Alternative 4C or 4E). Apparently. within the foreseeable .future, there is sUfficient potential funding f~r the extension of the LRT system to one, but not both, of these downtowns. Both cities have e.xpressed strong interest in baving the first priority extension serve their respective central business districts and both cities are interested in generating public support for their respective positions. The technical information available is such that vhile there are differences for each city, an extension to either city could be made to work. UltiLatelY6 it will be the County Board of supervisors that will make a decision for Santa Clara CountY6 vhich will then be subject to the approval of the Metropolitan Transportation commission as well as tbe Urban Mass Transportation Administratlon4 For further information and consideration~ three sets of reference materials are attacbed. Planning and Community Development Director; and myself, J want to thank you and y~r staff for meetinq with us to discuss the light rail line into ~otOWD Mountain view* The City of ~ountain View believes that li9bt rail is vital to the future of transpo.rtation im. the North county. We hope that Palo Alto ~ill eodorse the County ligbt rail system and its eEtension into ~ountain View. Tasman Corridor Study The Santa Clara county Transportation Agency and the ~etropolitan Transportation Commission imitiated the Tasman Coeridor Study to evaluate transit improvements between the fwt~re BART Exter.sion and the CalTrain line~ 'The Study is an offs'hoot of the Fre;;oo.nt SOuth Bay Co-rridor Stu-dy and includes the industrial area often refereed to as the Golden Triangle. The Study and environmental analysis are lookiog at four alternatives in the Tasman Corridor: 1. No Build--Whicb consists of e~istinq free~ay and transit systems, improvements iccloded in Measure A and pr09rammed STIP improvemeets. 2. includes TOM 3. no major capital improvelZlects .. Eli)) Zane: May Il. 1990 Page 2' o o 4.. L191'!_~ Rail Transit--Whicb. would extend the ezisting Santa Clara County lIght rail line east to Milpitas and San Jose 6 and west to Lockheed and the CalTraic line in either Mountain Vie~ or Sunnyvale .. A major option in Alternative .. will be the decision to extend the line to the CalTrain station in Sunnyvale or to extend the line to the Cal Train station in downtown Mountain View. A series of community meetings are being held to info-rm people about the options and solicit their input.. Formal public heacin~s will be beld this summer upon completion ~f the draft EIS document~ All of this documentation and input will be forwarded to the Samta Clara County Transit District Board for action later this s~mmer. Preferred Alternativ~ The first action of the Board will be to consider the a~ion of a preferred alternative. Should they select light rail, they ~ill then need to select either the Mountain View or the Sunny~ale ~iOD. Both Mountain View aDd S~nnyvale support eztending the line to each of our cities. Early in the process. we worked closely together to ensure that both op<ions ~ere incloded. Ho~ever, because ~f cost, only one city can be served by this Dezt step of light rail .. The City of Mountaio Vie~ and many others support the light rail alternative.. Light rail appears to p·rovide longer-range. more positive solutions to County transportation p·roblems.. The con nection to CalTrain and the eztension of the EART line into t~e Milpitas area provide a rail linkage around the southern porticn of San Francisco Bay, a true alternative to aotomObile commute traffic in the region. It links with the e~istin~ Goadalupe Extension, providing e&cellent connections bet~eeQ hOUSing and the big·h concentration of jobs im. the Golden Triangle.. Light rail can p~ovide a positive foundation for £edevel~Dt along the line over time$ providing the mix of uses and designs which would f~rther enhance the qualities of light rail. The Mountain Vie~.AdyaQtage Tt.e Mountain View line runs f.l miles 'With sil: stops. serving a large mizture of commercial. residential and industrial cses. The ~ountaic View line extends from Lockheed to the Ellis Street gate at ~ffett Field$ througb the iodust£ial area between Whisman Road and Route 231$ south to a stop wIth a park and ride lot near Highway S5~ terminating at the multi-modal CalTrain. • \ • , , \ \ \ \- , -. 1 .1 " ",-;. , ," - ,.-, Mr. Bill !aner May 11 .. 1990 Page 3 o light rail and bus station in downtown ~ountain View. The align ment assures convenient pedestrian, transit and ~ehiculac access at several points along tne way. The second major ad~antage o,f the .Mouotain View aligruneot deals with the simplicity of its constru~tioD. We partic~larly lite the idea that the alignment does not require relocation and that there is virtually no disruption to eIi!tioq streets or residen tial neighborhood's. .Much of the route runs along a seldom-used rail spur. The Aountain View alignment does not require any major bridqes or tunnels. Because of these factors r the cost per mile is substarntially lower than that in Sannyvale. On the other band, tbe Sunnyvale alternative runs alooq ezistin9 streets and requires four major structures, complicated under passes and br idges that stand a big-her po-tential of escalat in.g costs than the relatively simple alignment within Mountai~ View. Fi[lally, .]II;ountai~ View has placed a majo,r elIlphasis on f'evitalir:ation o.f the downtown, mal:iog it a destination and logical tetEious fo-r ligllt rail. In addition, 'We are studying the rede'llelopmect o,f an area along the COrt'idor .... bien parallels the future ligbt. rail line between oowotown ano Big-hilla, 85. This older .i~ of indust£ial G~es will very likely become an e~tension of tbe ~otown and the adjacect residential neighbQrhood and it yiII be designed to support the multi-moqal do~otowc station. Nor th County The ~ntain View line e~tends ligbt rail furthest into North Couot~. providinq more coDvesient ac~ess to Palo Alto l Los Altos and Los Altos Bills. For Peninsula residents using the CalTrain liner a transfer io Mountain View rather than Sunnyvale provides a more direct, quicker connection into the Golden Triangle industrial area. Every effort ~ust be made to provide alternatives to automobile t raftic i III the 101 co[ rido-r. lillich, o-f course, means reI ief for Palo Alto residents commuting into jobs within the Lockheed/ Colden Triangle area. Again. I thank you for the opportunjty to discuss light rail with you~ We hope that ligbt rail can be a req20nal success. Palo Alto's endorsement of the ligbt rail alternative and the aligc ment into Mountain View would be very helpful~ • \ , .. \ >. , \. . ..t:. \ '\ "- ~ ...... -. ] 1 - ... II!r.
