THE HONORABLE CITY COUNCIL
Pal" Al·to, California
AJj.entioo: Finaj'lCe and PUblic Works committee
, ~lectrlc Bate Increase
Members of the Council:
A review of the Electric utili~y op~rations tor FY 1990-91
indicates that curreot rate levels are inadequate to enable the
utility to meet its fina, ocial ooligations.. Accordingly, in
order for the utility to have SUfficient funds during FY 19~O-91
to meet its financial requirements, staff recommends a 7.0
percent. retail rate increase .. effective July 1 .. 19'90 ... to qenerate
~pproxrmately $4 .. 200,Oao.
Discussion
The revenue requirement of the Palo Alto Electric utility
consists of a number of components jncludinq the cost to purchase
powar, operate and maintain a reliable system, finance an
appropriate portion of capital improvement projects from current
operating revenues, service its debt, fund prudent reserve levels
and produce a reasonable return on invcst£ent ~hich is
transferred to the General Fund~ A significant change in anyone
of these factors may warrant a rate inc~ease or decrease.
A comparison of the FY 1990-91 proposed Budget with the Adopted
BUdget of FY 198~-90 indicates that the costs of various Electric
utility programs are expected to rise, while others will d~cline~

During F'l 1990-91 ... U~,e most significant financial ob1 igation
which yill increase 15 $6,648 ... 0~O associated with the
commencement of debt service payments for the Calaveras
Hydroelectric Project. In a rel~~ed matter, toe COGt of purchased
power from the Western Area Power AdministratIon is expected to
rise appro~imately $380,000, as wholesale rates were increased on
October I ... 1989. Fin~lly, anticipated increases in expenditures
for capital improvement projects and operation and maintenance
are estimated to be $1 ... 300,0,0'0 and $1,073 ... 000 respectively.
These factors combined -.ould necessitate a sIgnificant rate
increase. However ... in accordance with the utility's basic
strategy to .inlmize the size of rate increases... an entire pass
through of the increased costs to tbe customers is not
recommended. Instead l approximately $5,165 ... 000 in increased
costs will be financed from the reserves by withdrawing $643 ... 0~O
frog the Calaveras reserve ... with the remaining $4,523,0(1'0 taken
out of the Transfer stabilizati'n reserve. In this mar~er_ staff
proposes that. the remaining net.· .. ::evenue requirement of $4,20-0",000
be col]ected from tbe utility's customers through implementing a
·1.0 percent retail rate increase.
Approval of this rate request ~ill raise retail rat~s to better
~rack the utility's ongoing operating costs and help mitigate the
need for a substantial rate increase in the future. This electric
retail rate increase r~presents the first since a 10.1 percent
increase in July 1986, which was followed by a rate decrease cf
4.5 percent in July of 1988.
Application of Rate~_eas_~
In spc.p.adinq t.he required $4-,20'0,000 revenue increase to rate
schedules E-1, E-2, E-4. and E-(I all rate blocks were increased
approximately on an equal cents per XWH basis. This approach
prod, uces a uniform cents per KWH increase across ali customer
classes. However ... on a percentage basis, the actual percentage
inc~£ase for various customers ~ill necessarily vary since their
existing rates are not identical. Application of the increase in
this manner is consistent with cost of service principles~
The foll~inq table indicates the impa~t of this rate proposal on
a typical bi 11 for the various customer classes:
