Members of the Council:
cou·ncil action is requested to approve the cont.ract amendment for
services between the City of Palo Alto and the Urban Ministry ~f
Palo Alto (UMPA).
The 19'90 ... 1991 contract amendment reflects the $JO .. OI(}O Community
Development Block Grant (CDBG) funding previously approved by the
City Council on the recommendation of the Community Development
Block Grant Citizens' Advisory committee. This contract is
funded by a Federal Grant.
The 1990-1991 proposed ~mendment is a continuation of the
1989-1990 service level necessary to respor.d to the basic needs
of homeless people in Palo Alto. see Exhibit -A-(SCope of
Services) •
Propos.~ Contract Changes
Changes to the 1~90-1991 contract relate to the new Term,
compensation. and Program Reports and Records. Compensation has
been amended to state that funds committed under the community
Development Block Grant program are contingent upon the City
receiving the intended appropriation from the Department of
Housing and Urban Development. The City now requires the
contractor to submit program reports quarterly rather than semi
annually. The above changes are part of the attached contract
amendment.
