The Council of the C~ty of Palo Alto does ORDAIN as foilows:
L These is hereby levied against and upon ·all--of--the real
property (land and improvements thereon) within the at=sessment
district formed pursuant to Resolution of Intention No. 3213,
adopted April 25:, 1960 (exclusive of public property in use in the
performance of a public .function) a special tax.,in the sum of
