PALO ALTO MUNICIPAL CODE RELATIVE TO ASSESSMENT OF PROPERTY AND DECLARING AN EMERGENCY The council of the City of Palo-Alto does ORDAIN as follows: ,SECTION 14 _The Council of the City of Palo Alto does find and declare: ih --That tne public--confide~ce and faith--in property taxa­ tion and assessment procedures has' been seriously impaired by recent scandals involving assessors' offices in various parts of the State other t~an the City of Palo_Alto. B. That, to remedy this evil, the hegislature of the State of California during its 196rl'-~pecial session adopted Assembly Bill 80 for the purpoae,of establishing procedures for the assess­ ment of property as nearly consistent throughPut the State as within its power to do so. c. That it is · in the best interests of the City of Palo Al to __ to conform to statewide practices with respect to assessment. ·of property be9inti:in9 with the forthcoming _fitlcal ~year 1967-68. ,_ .. For the purpose of property taxation by the City of Palo Alto, the City Assessor shall assess all property subject to general property taxation at twenty-five percent (25•) of its-full cash value. In the event a conflict exists between th~ provisions of said Revenue and Tuation Cade and the provisions of thi's Administrative Code the pro~ ·visions of this Code shall prevail." · SECTION ·3. Because of the facts set forth in Section l. ·· ···· hereof',-and in order to protect-; the public· safety,· health and welfare, the Council doe$ declare that this is an em­ ergency ordinance.which shall take effect immediately upon its passage.
