AN ORDINANCE CREATING 'fBE OFFICE OP PERSO~"N.EL OFFICER AN.D
OUTLINING HIS DUTIES

The Council of the City of Palo Alto DO ORDAIN as.follows:
Section 1. The office of' Personnel Cf:ficer is hereby
created for the purpose of providing a systematized clas::iif1ca
t1cm of all, employees or the City,, their duties,, hours of labor,,
compensation,, and related.,. pro~lems; said classificatior.i. shaJ.1
be fo'I.' the guidsnce of the var1ou::s Boards, Conm::tssio~ and the
Council, in the preparation and adopt1.on of the annual budget.
The Personnel Officer shalJ. be appointed by the City Council.
Section 2. (a) It shall''be the duty of the Person:o.el
Officer to cooperate wi.th the Audi tor 5.n collec·::ing and com:pil
ing the estimates of all o:f'fices and department:3 for the annual
budget to be. submltte.d to the .. Committee on Ways and Means of the
Council; (b) to cooperate with all Boards, Co:mrrLssions and other
city agencies in for'mU.latir.tg u.nit'orm rules for ·:..11e interpreta
tion, instaJ..lation, amendme:nt,, admin:istrati.on a.Jld revision ·Of'
personnel class.1f'1.cation and compensation pla.ns.;: ( c) to prepare
or direct the prepar·ation cf suitable forms for the keeping of
such personne1 records as he shall f'rozi1 time to. time deem tio be
necessary; { d). to have cha:r·ge of the preparation s.nd mainte:n.ance
o'f: all personnel records of' the City o:f· Pe.lo Alto; (e) to col-
. lect 1nfo,rmat1on from all officers and employee~: of the ci t:1 for
the purpose of preparing ef'fic1eney ratings; {f) to prepar·e
eff'icien:e:v ratings· for all of'ficers. and cmpJ.oyeE1s f'or the guid

and salary adjustments; (g) to ca:rry out the oi•ders of tb.e Council;.
