IN TH& CITY OF P.ALO ALTO AND PROVIDI:t~G PENALTIES FOE:

The Counc:n of the City of P:;i.lo Altci DO OP..DAIN
as fallows.:
sect-ion l~ It shall be unla:cful for c.ny person
to operate or use a bicycle propelled whc)ll:;;-or in part
by muscular power upon any of .the streets, :;.lleys or
p·u.blic h:i.ghways of the City of Palo Alto, w1.thout .f.trst
obtaining from.the Police Department of the City of
Palo Alto a J.icense therefor.
sec .. 2. -~ The Police Departme.nt is here by
;o,uthor1:ze:a a.nd directed t(J i.Ssue upo:n m"itten· applic:ation,
bicycle licenses which shall be effe::tive for one
calendar year, and all .s·uch licenses shall ·be ds.ted
January ls.t of tbs year of issue, which licenses
$-· when :ts.sued sr..all entitle the licens·~e to operate
such 'bicycles for v:h.1.ch said license.::; h-B-ve 'been iss-..:1.ed,
upon all i::.he streets, 2.lle:fs and public highways,
exclusive of the sid~;we.ll-cs, thereof, in the City of
Pa.lo Alto.
Se.c. 3. The 'c1 ty of Palo Al·:o s!'o.all provide:
each year .metallic license plates and seals, together
with registration cards, o.nd isingla:~s holders therefor,
said metallic license plates and reg·Lstration cards
ti.aviug riumbers st~~m,;;ed the:!"eon in nuia.erical order,
beginning with Nurnber 1, and indicfi.t:~r~g the year for
w~iich the same are issu.ed., ana the l(~tters PABL sta:a:~ped
~:nereon; such metc.J.lic license pla:ce:) shall be suitable
for att:.::icbment upo::1 the frames of bieycles, and it
sh.all be. the duty 0£' the ·police Depa.J~t.mer.i.t to attach
one such m.etall.ic plate to th.e fr.:.me:; of each bicycle,
s:nd to issue a corresponding registr,1.t.ion card to tb.e
licensee upon the payment of the licm~se fee he~:ein

Polic.e Department shall also keep o. record of the date

make a daily report to the Police Department, giving
the w...me and ad.dress of the oerson fro::n whom each
bicycle is purchas-.:.:d, the descriptiotL of each bic:lcle
pl.lrchas~d, the frame nu:nber thereof, s.nd the mmber ·of

All per:sons engaged in the business cf selli:n.g new or
second-ha.Dd. bicycles a.re :i.".ere by required to i:iake a
dai~y rep.art to the Police Depz.rtme11t, giving a list
o~ all sales made by such dealers, w:nich"list shall
incltde the :name and address of each pe::/s·on to ;·.rho.m.~
sold, the kind Of bicycle sold, together With a
desc.I"i9tion .and. frame number thereof, and the number
o'f: the: metallic license plate attac.hed there·to, i.f any.

Sec •. 5. It 'shall be the duty of .every person who
.sells or transfers ownership of any bicycle, to report
such·· s,ale or· transfer by returning tc1 the Police
Depar:tm.ent. the registration card issued to such person
as 1·1censee thereof, together with the name and add:ress
of the person to whom said b:,Lcycle was sold or trans
ferred, :.:ind Stl.Ch report sh.all be made \'11'it:'r..in fiite days
of the date of said. sale or transfer,, It shall be the
duty of the purchaser or transferee 1)f such bicycle
to applj• for a transfer of registrat:Lon thE:refor, within
f1v:e days of said sale or trw...sfer.
Sec. 6.. It shall be unla'ufuL for any perso:n
. t.o. wilf'ul.ly or m.aliciou§ly remove, di~stroy, mutilat•e
or alte:r th<{ number of any bicycle f::-ame licensed pursuant to. this ordinance.. It shal..l also bi~ unlawful. f.or
any person to remove, destroy, mu:til:3.te or alter an:y
license: plate, seal or r~gistration 1!ard during the
ti!'lle in wr.i.icl'i. sUC}'.l licens·e plate, se::i.1 or registration
card: is: operative.. Provided, howev1~r, that nothing
i:n this ordinan¢e .sfl.all prohibit the -Police Depart::nif:nt
from. stamping m:ucbers on the frames 1Yf bicycles on which
· no serial n.umb.er: can be fou.."'ld, or. on which said num:bel"
is illegible -or insufficient :for ·1ue:1tification
purposes.
Sec. 7. The annual lice.nse ;~ee to be paid for
each bicycle sl".i.al1 be twenty-five cents and shall bE~
p;::~id in advanc~;. ar;d pursuant to Sec·;ion 5 _of t!'..is
ordinance, such license may be· trans::er-red wb.en the
O't7ners:hip of said bicycle is transi'e:~red, and 3. fee
of ten ·cents si'.a.11 be paid for t:r...e r(~g1strat1on of
such t:ransfe;i:.. All license fe~;s and. transfer fees
c·ollected under this ordina::ice shall be na:1d into a
revolving ftt.'ld out of wr .• lch the expenses~ c1f the
administration of the orov:isions of this c1rd:Lnance
shl:i.11 be paid. . An:..v balance after payment; of expenses
of administration shall be paid into the g:eneral fu.r.:td
c1f. the City of Palo Ji.1 to at the end of each fiscal
year.
s.ec .. 8. Every person,, firm <ir corporation
v~iolati.ng an~;-of the provisions of this ordinance
shall be deemed guilty of a misdemeanor.
Sec .. 9. The Ci~y Clerk shall cer·~ify to the
adoption of this ordin:J.nce and cause the :same to be
published once in the Palo Alto Time~ and posted on
the b1i.lle.ti.n board at the City Ball ..
