0ity J:ax Collector, as b.ereina.fter specified,
to.secure the payment of a.r.y bills for service
furnished by the City.
2. By furnisning a g1.ta.rantor or bond
satisfactory to the C'i ty fax t.:ollector9
3. If the applicant is tne owner of
real property wi.tb.in the district served by
city u-:ilities, his credit shall be cor.sidered
to have been established. :
