Every person, firm, or corporation dealing in secondhand goods, wares, merchandise or articles of any description other than automobiles, :f'urni ture, and household goods, either as pawnbroker or otherwise, shall keep a record as hereinafter provided. Seo. 2. The dealer shall keep a:·record of all such articles sold or purchased, which shall at all times during business hours be open -to the inspection of the Chief of Police or of any police officer. Such dealer shall, at least once a day make and deliver to the Ohief of Police on a form prescribed by said Chief of Police for that purpose, a full, true and cqmplete report of all dealings in secondhand goods, 0 wares, merchandise or articles of any descr.iption, by such dealer within the Qity of Palo Alto, during the twenty-four hours preceding said report (meaning the hoar O:f the day} when purchased~ or sold or otherwiee dealt in or With, and a desc:-..·ipt1on of, the person or persons from whom bought or to whom sold, or with whom d'9&lt~ Said report shall be written in the English langu.age, in a clear, legible manner, and signed and his address written by the person making the sale to the dealer. Sec. 3. The dealer _ehall immediately, upon. the adoption of this ordinance, cause a number of ·blanks so prescribed by the Chief' of Police, to be made, which said blanks shall be so subdivided that they shall have space for writing in the above matter. Sec. 4. Before any person shall engage in the business of dealing in any secondhand goods, wares, merchandise or articles of any description, other than automo9j,lGs, fu.rni ture and household goods, either exclusively or in conjunction with some other business, he must make application to the Boa?d of Public Safety for a permit therefor, which said !Ward may grant permission to applicant to receive a permit from the Chief of ?olioe; prQvided, • ·:1 -. • ORD 315 -··-\--·-·--···---·---------...,....-.------·"-----···.,.....,..,....-·--~·-.... --.--.-... ·----··-~--------~------------_ .. __________ _._!~~- 70 ... however, that said Board shall have the power to rev.oke said permission upon good cause being shown. Sec. 5. Any,person buying or receivint1 in pledge or otherwise, any secondhand goods, wares or merchandise, or articles of aD,y descrip­ tion, other than automobiles, furniture or house­ h¢ld goods, shall not in any way dispose of the ea.me, but keep them on th,e premises for twenty days for inspection of the Chief' of' .Police, or any other police officer, excepting in cases of conditional transactions when the true 01wner. shall have redeemed, repurchased or recovered the articles. A:ny person buying, receiving in pledge, or otherwise, any 8econdh8Iid goods, wares or merchandise, or articles of any description • other than automobiles, furniture or household goods, shall affix to such article a tag, upon which tag shall be inscribed a nwr:ber in legible characters, which number eha.ll co:rrespond to the number in the book required to be kept as herein provided. o Sec. 6.. The term "person" shall incl :ide firm or corporatione The terms "furniture and ho~sehold goods" as used in this ordinance shall mean and include beds, bedding, tebles, desks, chairs, stoves, floor coverings, crvckerJ, glass­ ware, kitchen and cooking utensils. Sec. 7 •. _Any person violating s:A7 provision of this ordinance'-shall be deerr.ed gu.il ty of a misdemeanor, and upon conviction thereof shall be punished b7 a fine of not more than $500.00, or by imprieonment in the coonty jail for a period of not more than six months. or by both such fine and imprisonment. The Cit7 Clerk is directed to post this ordinance on .. the bulletin board at the city hall, and .the same shall go into effect in;mediately. Ordinance #306 is hereby repealed. .
