Th.e Council of the City of Palo Al to do ordain as follows: Section l. Every person, .firm or corporation dealing in secondhand goods, wares, merchandise or articles of any description other than furniture and household goods, either ae pawnbroker or otherwise, shall pay a license fee of $2.50 per quarter. Sec. 2. The dealer shall keep a record of all suoh articles sold or purchased, which shall at all times during business hours be open to the inspec;tion of the Chief of Police or of any police officer. S~ch dealer shall at least once a day make and deliver to the Chief of Police, on a form to be furnished by said Chief of Police for that purpose. a full, true and complete report of all dealings in secondhand goods, wares, merchandise or articles of any description, by ·such dealer within the City of Palo Alto, durfng the twenty-four hours precedi~ said report (meaning the hour of the day) when purchased or sold or otherwise dealt in or with, and a descrip­ tion of the person or persons from whom ·iXiught or to whom sold, or with whom dealt; Sa:i d report shall be written in the English language, in a clear, legible manner and signed by the person meking the sale to the dealer. Sec. 3. The Chief of ?olice shall i~~ediately, upon the adoption of this ordinance, cause a n'tllllber of blanks to be made, which said blanks shall be eo subdivided that they shall ha~e space for writing in the following manner, to-wit: Description of the article purchased, deecription of the article sold, description of the article otherwise dealt :w~th, name and residence of person to whom sold, name and residence of person with whom otherwiae dealt, showing the tra.~ name as nearly as known, age, sex, complexion color of mustache ar beard, or where both are worn, style of dress, height, also the time when the articles were pu.rchased, sold or otherwise dealt with. Said bl&Dks shall also bear a caption providing blank spaces in which to fill in dates of said report, the name and place of residence of the person making the sale, and the hour of the day when made. Sec. 6. Sec. 7. The~term "person" shall include :ftrm or corporation. The terms "furniture and household goods" as used in this ordinance shall mean and include beds, bedding, tables, desks, cha.ire, stoves, floor coverings, crockery, glassware, kitchen and cooking utensils. • Sec. 8. Any person violating any provision of.this ordinance shall be deemed ga.ilt7 of a misdemeanor, and 'Q.pon conviction thereof:: shall be punished by a fine of not more ~han $600.00, or by imprisonment in the county jail for a period of not more than six months, or by both such fine and imprisonment.
