WHEREAS, the leg1slat1ve branch ·O:f the city of Palo Alto did, on the 26th day of May, 1924. by a vote of more than two-thirds of all <>f its members, d.ete:rmine in due and proper form the. t the public interest and neces:si ty demand certs~in publ"ic improvecents in and for said city, to-wit: the ac- . quisi t i<>n, construction and imprcivement ot· the public land:.s of the city acquired for pa:rk :purposes: and, , WEERF..AS, the mayor, bein~ the exeiJutivP. of said city did, on the 26th day of May, 1924, duly and regi;,larly approve such action of said 1ep.1s:lative branch: NOi·V, THEREFORE, the t;ouncil of the City of Palo Alto do ordain as follows, to-wit: Sec. l. It is hereby determined that the public interest and necessity require the aiJquini­ tion, c~nstruction and improvement cf the p1blic lands of said city for park purpoees, as set forth in the resolution above referred to, declaring_ the public necessity thereof; that 1 t is hereby deen1ed the. t it is necessary to incu.r the indebtedness herein mentioned in excess of the money in the treasury a1oplicable for the purpose for which se~·id iridebtedness is being incurred. That the .approximate assessed valua'tio.z:1 of all pr·op·erty within the limits of said city :ts ~6,000,000 and the present outstandinR indebtedness a~inst ;said city is approximately $647 ,000. That the annual income and revenue O·f said 01-.:;r is equal to and .not P,Teater than the annual e:ri::penditures of said city; that the amouri~t of indebtedness nov: proposed to be incurred, to­ ~ether with all other indebtedness of said city. is less ~han fifteen -per cent, to-wit; is approx­ imately 12 per cent ot the assessed va.lu.ation of all property within the corporate limits of said. city.
