Section 18.08.040 of the Palo Alto ~unicipal Code, the "zoning map" is hereby a.mended by changing the zoning of certain prop-_ erty known as 520 ~~aybell :\venue from R-2 (Two Fami.ly Residence District .Regulattons) to P-C (PlannPd COil'JnUnity District nPgulations). Said prop­ erty is shown on a map att~tch(~d hereto as Exhibit "A'' and Jncorporated herein by referenc~. SECTION 2. jt~ct property tllnt: (a) The project w.El} not have i;. s:ignificnnt impact on the en­ vironment: (b) The application of genr'J.'~d m: combining districts to the site of tht:.: proposed dc\'elnnment plan wi lJ not provide suffLcient flexibility to nl1ow tho proposed development; (c) The development plan provides publjc benefits not other­ wise attainable by <ipplication cf genr;ra1 districts .i.n that additional housing wi11 1)e JH'O\'idf~d at the site in close proximity to ~-;bopping fac i 1 i ties. pub 1 i.e services and pub] i c t1·ansport at jon; (d) 'l'he uses \IIi thin the proposed P-C ure consistent with the Comprehensive Plan and compatible with adjoining sites; (e) The change of district is required for the public interest, conven1ence and general welfare. SECTION 3. The diagrams entitled 520 Maybell Avenue attached hereto as Exhibit ''B't constitute the development plans and are incorporated herein by reference. Said development plan is approved pursuant to Section 18.68.120 of the Palo Alto Municipal Code, subject to the fol­ lowing conditions: (a) Use. The project consists of eight two-story condominium units with two covered parking spaces for each un.i t. (b) Improveme~'!. (1) All improvements and development shall be substantially in accordance with the approved development plans with all applicable codes and ordinances; and with the re­ quirements of the Director of Public Works/Engineering, the Director of Utilities and the Chief of the Palo Alto Fire Department. (2) The final landscape des1gn shall be submitted to the Architectural Review Board for approval and shall include, but not be limited to: (i) irrigation plan; (ii) plan and specifications for preserving existing trees to remain on-site; (iii) location and design of public sidewalks, curb and gutter along Maybell Avenue frontage. . . ~ (c) (3) The developer shall df;"'dicatc aocl improv<' tt~n fpet along the Maybell Avenue frontage which will include curb, gutter, and sjdcwalks. (4) Landscap1ng which is to occur within the private yards, is exempt from this P-C development plan. (5) Building coverage shall not exceed thirty-five (35) percent of the site area.
