smoke and heat removal or ventilation; inadequate emergency
lighting and other emergency powf.lr supplies; inadequate
area separations, occ~p2ncy separatiotls, compartmentation
walls or smoke stop partitions; lack of or inadequate fire
protection equipment, fire alarm, emergency communication
systems, fire detection devices; or interior finishes,
furnishings, carpeting equipment or processes not in com

"{d) Where in the opinion of the fire chief an emer
gency evacuation plan will increase the level of fire and
panic safety to the occupants of a structure, the fire
chief may require that such a plan be posted in a conspicu
ous location and periodic drills be held. Records of such
drills shall be made available to the inspecting authority
upon request."

for an occupancy load·in excess of 100 persons and intended

as to exclude natural light from entering the building.
(1) All required emergency lighting facilities shall be
automatic, not requiring any manual action to put them
into operation after failure of normal lighting.
( 2) Emergency ligh tir1g facilities. shall be arranged to
maintain the specified degree of illumination of at least
one-half hour in the event of failure of normal lighting~
(3) Installations, operations and maintenance of circuits,
systems and equipment, shall comply with the standards
as set forth in Art. 32, Emergency Lighting, Division of
Industrial Safety, Title 8, CAC, and the National Electri
cal Code, NFPA #70, Standard of the NFPA for Electric
Wiring and Apparatus and NFPA #101, Building Exits Code,
st.3;ndard of the NF.'PA. II

the visibility of any fire hydrant is wholly or partially
obstructed to the view of members of the fire department
answering emergency fire calls, by light or sign s~andards,
utility poles, or by similar installations on the sidewalk,
street or parking, he may cause to be painted on each such
obstruction a stripe~ the top of which shall be not more
than four feet above the surface of the sidewalk, street
or parking in which such obstruction is located. The stripe
shall not be over t'Vlelve inches in width and shall be of
the same color as that of the fire hydrant so obstructed.

"Access to facilities to be kept open.
Section 13.210. Whenever any on-site fire protection
facilities or accessways have been installed, as provided
in this title either pursuant hereto or prior to the effec
tive date hereof, the following provisions shall be applic
able:
A. Access --Obstructions Prohibited~ No owner or
lessee of the land or proptietor, partner, officer,
d.:i.recto:r, manager or agent of any bus.i.nt:!ss or other act:i vi ty
carried on upon th<:! land shall, after receiving notice
thereof, permit or otherwise allow and no person shall
cause any activity, practicep or condition to occur or
exist or continue to exist upon said land which shall
lessen, obstruct or impair the access required to be maintained.
B. Access --Parki~g May be Prohibited~ If
in the judgment of the fire chief it is necessary to pr(;-·
hibit vehicular parking along private accessways in order
to keep them clear and unobstructed, he may require the
owner f lessee or the person in char·ge of the premises
to paint the cnrbs red or install signs or give other
appropriate notice to the effect that parking is prohibited
by the Fire Department. It shall thereafter be unlawful
for such owner, lessee or other person in charge to fail
to install and maintain in good condition the form of notice
so prescribed ..
When such areas are marked or signed as provided
herein, no person shall park or leave standing a vehicle
adjacent to any such curb marking or contrary to such sign.

"(c) An approved water supply capable of supplying
required fire flow for fire protection shall be provided
to all premises upon which buildings or portions of buildings
are hereafter constructed. ~fuen any portion of the building
protected is iu excess of 150 feet from a water supply
on a public street, there shall be provided, when required
by the Chief, on-site fire hydr~nts and mains capable of
supplying the required fire flow.
Water supply may con~ist of reservoirs, pressure
tanks, elevator tanks, water mains, or other fixed system
capable of supplying their required fire flow. In setting
the requirements for fire flow, the Chief may be guided
by the standard' published by the Insurance Services Office,
"Guide for Dr~termination of Required Fire Plow."

The location, numbel·, and type of fire hydrants
connected to a water supply capable of delivering the re
quired fire flow shall be provided on the public street
or on the site of the premises to be protected as required
and approved by the Chief,, All hydrants sh.-3.11 be acces
sible to the Fire Department apparatus by roadways meeting
the requirements of Section 13o208.
Where fire hydrants are required by this code,
the standard spacings listed herein shall be maintained,
unless in the judgment of the Fire Chief, conditions war
rant a reasonable deviation from these standards:
-300 feet for commercial/industrial and high
density residential districts;
-500 feet for other districts.
(d) t\fhen fire protection facilities are to be
installed by· t~he developer, such fac.i.li ties including
all surface access roads shall be installed and made ser
viceable prior to and during the time of construct:Lon.

Chief, are provided 1 the above may be modified or waived.
(e) All fire alarm systemsv fire hydrant systems,
f:i.:re-extinguishing systems (including automatic sprinklers) v
wet and dry stcmdpipes 1 basement inlet pipes, and other
fire protection systems and pertinents thereto shall meet
the approval of the Fire Department as to installation
and location and shall be subject to such periodic tests
as required by the Chief. Plans and specifications shall
be subm'tted to the Fire Department for review and approval
prior to conscructiono Insp~ction of all construction
required under this article shall be conducted by the Fire
Prevention Bureau, with inspectior costs/permits, etc~
paid by the owner, developer or agent. All plans, speci
fications and fees shall be submitted to the Fire Prevention
Bureau for review, approval and issuance of required per
mits before construction commences.
(f) The following systems shall be under the
ju~isdiction of the Fire Department and permits to install
said systems m·ust be obtained from the De!pa:r.tment.
(1) Fire Sprinkler Systems
(2) Dry Standpipe Systems
(3) Combinat.ion Systems
(4) Halon/C0 2/other type systems
(5) On~site Hydrant Systems
(.6) Fire Alarm Systems
(g) Final Inspection~ No final inspection under
the building code as to all or any portion of the develop
ment shall be deemed completed and no certificate of oc
cupancy or temporary certificate of occupancy shall be
issued unless and until the installation of the prescribed
facilities and access ways have been completed and the

final inspection approval thereof of the fire chief as
provided herein, and allinspection costs paid. Such final
inspection shall be conducted solely to implement the en
forcement of the provisions of this title and shall in
no manner be deemed an assurance on the part of the city
that said facilities are, or will continue to bef in good
working order."

The fire chief is hereby authorized to permit connections
of private fire alarm circuits and systems to the city
fire alarm system and to permit private fire alarm companies
and systems to house firE' alarm equipment in City buildings
in accordance with such rules and regulations as he shall
prescri.be and in accordance w1th standards of NFPA Noso
71, 72 A-D, and 73.
~(f) Permit Required, Any permit to make any such

other than heat, automatic alarm, automatic door

Any person, firm, 01· corporation violating any of
the provisions of this Code shall b~ deemed guilty of a
misdemeanor, and each such person shall be deemed guilty
of a separate offense. for each and every day or portion
thereof during which any violation of any of the provisions
of th.is Code is conun.itted, continued, or permitted, and
upon conviction of any such violation such person shall
be punishable by a fine of not more than $300 or by i~priso~
ment for not more than 90 days, or by both sue~ fine and
imprisonment.o
